HISTORY
WRMSDC was founded on September 9, 1977, almost 10 years after the Civil
Rights Movement that sparked national awareness about racial
discrimination and segregation in the United States. Galvanized by the
unequal treatment of minority-owned businesses, we began serving as
advocates for impacted minority communities.
Our parent organization, the National Minority Supplier Development
Council, advances business opportunities for certified MBEs and connects
them to 1,450 Corporate Members throughout the network, including
America’s top public and privately owned companies as well as universities,
hospitals and other buying institutions. Regional Affiliates like WRMSDC
certify and match more than 12,000 MBEs with member corporations that
want to purchase their products, services, and solutions.

BGAP is designed for established diverse business owners and executives who have the goal of
growing their individual businesses. The practical, hands-on approach engages each participant in
the immediate application of concepts to their individual business challenges. Participants are
actively building their businesses while being coached by real world entrepreneurial practitioners.
WRMSDC has partnered with ThrivePoint Programs which is led by ThrivePoint Program Founder,
Dina Finta, and staffed with strategy growth consultants who are hand selected to bring their
wisdom and experiences to BGAP.
The Program curriculum includes: Business Growth, Planning & Analysis, Market Research, Key
Partnerships, Change Management, Financial Growth Analysis, and each participant will be assigned
a mentor throughout the length of the six-month course. The graduation provides the opportunity for
the participants to present a seven-minute presentation (utilizing their key learnings) to a hand
selected panelist of Corporate Supplier Diversity & Diversity Inclusion leaders from various industries
that provide constructive feedback and guidance.
Scholarships are available at a discounted rate of $5,950 to support additional diverse business
owners who are ready to take that next step to strategically develop themselves, the continued
growth of their businesses, and further support our minority communities.

CORPORATE READY PROGRAM
For more than 40 years the Western Regional Minority Supplier
Development Council (WRMSDC) has championed the growth and
utilization of minority-owned businesses (MBEs). For those same
40 years minority business enterprises have served our corporate
partners innovatively and with distinguishment.
MBEs are experts in their fields, applying their skills to delivering
products and services with ingenuity to our corporate partners;
however, corporations still report gaps in MBE capabilities to meet
their business requirements. Corporations continue to express the
desire for a larger pipeline of MBEs who are equipped to engage large
customers and participate in the supply chain.
WRMSDC understands it can take many years to build a successful
business, which is why a constant pipeline of developing MBEs is
needed as others retire or sell their companies. For these reasons,
WRMSDC has established the Corporate Ready Program to ensure
a steady stream of developing MBEs are being prepared to meet
corporate demands. These MBEs will receive a Corporate Ready
designation and opportunities to showcase their “readiness”
to decision makers. The Western Regional Minority Supplier
Development Council supported by Union Bank enthusiastically
offers the WRMSDC Corporate Ready Program to Class 1 and Class 2
Certified MBEs.

How to Do Business with the City of Las Vegas

As a business owner, have you ever considered doing business with the city of Las Vegas? Many
companies are hesitant to work with local government because they imagine it is too difficult, too
fraught with red tape and bureaucracy, and too time-consuming. Fortunately, the road to doing
business with local governments is not as complicated as you may believe. Now may be the perfect
time for you to pursue working with us!
The City of Las Vegas’ purpose is to serve its residents, citizens and the business community. Strong
local businesses make our community more successful, and that is where our efforts to work with small,
disadvantaged and minority businesses come in to help them grow and prosper.
So, how do you get started?
• For goods, services and public works construction projects valued over $100,000, the city
publishes solicitations on an online bidding system, Nevada Government eMarketplace (NGEM).
The city also uses NGEM to source vendors for small discretionary spends.
• NGEM is used by 26 Nevada government agencies. When a business registers on NGEM, they
are able to see bids that are offered from all these agencies, without having to individually
register with each – a real time saver!
• The city of Las Vegas Purchasing and Contracts Division (P&C) is responsible for soliciting and
awarding contracts and purchase orders. In accordance with Nevada Revised Statute (NRS) the
city has minimum qualifiers for contract awards. Businesses must possess appropriate business
licenses, professional state licenses (if applicable) and insurance. P&C verifies licenses and
insurance before awarding contracts. When bidding on projects over $100,000, businesses should
have a list of three customer references and a list of relevant of current/past projects. With all
solicitations, bidders/offerors must be deemed responsive (meeting solicitation instructions) and
responsible (qualified to do the work). The most important tip for success is to read all the
solicitation documents and provide information exactly as instructed.
• For goods and services contracts under $100,000 the city has the discretion to obtain informal
bids and quotes from businesses directly. This is an opportunity for new businesses to gain entry
at a smaller scale and establish a working relationship with city departments. Because
departments have varied needs, P&C will assist you in matching businesses with departments that
may use their goods and services.
• Joining NGEM is your first step to working with local government agencies. It is free to register
and users will be notified of bid opportunities for the business categories they set up in their
profile. The link to NGEM is http://ngemnv.com/
• The city’s solicitation process is designed to be transparent and fair. The city offers training to the
general public on how to register and use NGEM and it is offered with every published solicitation.

location to receive requests for bids or proposals from all participating
