3.0 BUSINESS OPERATION OF HONDA CORPORATION

3.1 TYPE OF DEPARTMENTALIZATION AND ITS ADVANTAGE

Functional departmentalization
-Honda uses functional departmentalization which allows Honda to staff all important positions
functional experts and facilities coordination and integration. It provides a logical reflection of
functions that maintains the power and prestige of major functions. Other than that, the
employees will follow the principle of occupational specialization. In addition, the functional
departmentalization simplifies training and supervisor of the subordinates which helps the
employees a lot if they do have some confusion about the company or the work. In addition, it
furnishes means of tight control at the top and each department can be staffed by experts in that
functional area, so if the newcomer does have some questions, they could ask the experts in the
area of department which they are assigned to. Honda operate efficiently as considerable
coordination across departments are taken.
Product departmentalization
-Product departmentalization is an organizational strategy that divides employees into teams to
work on all aspects of a particular project or product line. Honda uses the product
departmentalization which every product line has an individual department or team, and
department members all specialize in different aspects of product development and distribution.
The product departmentalization followed the principle of specialization in a product or
services so, it ensures better quality of the product. In addition, because of the specialization
of the product, it ensures optimum utilization of human and non-human resources. It also gives
large manufacturing firms and it helps in evaluating the performance of each department which
helps to control the organization easily. Plus, the product departmentalization also gives the
top manager enough time for planning and decision making because all departments are
handled by departmental managers. It easy to add new product line and it will help to improve
skill and talent of managers. The product departmentalization sure gives a lot of advantages to
the Honda company.

Customer departmentalization
-Customer departmentalization is where the organization’s activities are ready to respond to
and interact with specific customers or customer groups. This organizational form is used when
great emphasis is placed on effectively serving different customer types. Honda company
overcome the problems that they are facing by having the customer departmentalization which
the problems will be solved by the specialists. By having the customer departmentalization also
gives the advantage of facilitates focus on the needs of the customers. Other than that, it also
offers a customer a feeling that she/he has a supplier who understands her/his requirements and
develop expertise in the area of customers. Honda company sure will have the advantage in
managing their business as they won’t have to worry about the customer as their main problems
as the problems will be solved by the manager assigned on that department.

Geographic departmentalization
-Geographic departmentalization is the grouping activities on the basis of territory. If an
organization’s customers are geographically dispersed, it can group jobs based on geography,
because each process requires different skills and process departmentalization allows
homogeneous activities to be grouped together. Honda company has the geographic
departmentalization because it gives advantages to the company. First of all, the advantage that
it gives to Honda company is that it ensures the development of expertise specific to the
political, social and cultural needs of the region. For instance, a natural unit in global business,
such as Honda of America which allows for decision making at local level and can lead to high
costs because of duplication of effort and management may not be able to control local units
as well. Other than that, it places responsibility at a lower levels places emphasis on local
markets and problems. In addition, the geographic departmentalization also improves
coordination in a region which takes advantage on the economics of local operation. The face-
to-face communication with local interests can be done by Honda company and it can be the
furnishes measurable training ground for the general managers.

Process departmentalization
-The process departmentalization is a manner or practice of implementing a process through
combining related activities into separate groups or specialized. It allows homogenous
activities to be categorize in which each process requires different skills. The process
departmentalization also gives advantages to the Honda company which one of the advantages
is the proper work division in the process of departmentation, so it is effective form of
departmentation. Other than that, the top levels management is oriented towards the best results
and the departmentation by process follows the principles of specialization. In addition, it also
gives the clear authority and responsibility in each department so, the Honda company
management would run efficiently. It also facilitates proper and optimum use of resources and
because of specialization and division of work production process is effective as well for the
Honda company’s management.

3.2 IMPACT OF DECISION MAKING DUE PANDEMIC COVID 19

Honda Malaysia’s Business Chain Affected During
Extended Lockdown

Petaling Jaya, 5 August 2021 – Honda Malaysia (or the Company) reiterates its full
support for the Malaysian Government’s efforts to curb the spread of COVID-19 by
adhering to the Standard Operating Procedures (SOPs) since it was imposed in March 2020.
The Company has closed its business operations comprising Honda Malaysia’s plant in
Pegoh, Melaka, sales office and dealer showrooms since June 2021 to comply with the
implementation of Full Movement Control Order (FMCO) by the Government due to the
drastic rise in COVID-19 cases.

During this period, the after-sales services are allowed to operate at dealerships nationwide
with minimal manpower and only selected after-sales services are available by appointment.
To ensure the process is with minimum contact and easier for customers, the HondaTouch
application enables customers to make their appointment through a more
systematic approach.

Honda Malaysia Managing Director and Chief Executive Officer, Ms. Madoka Chujo said
“With only certain after-sales services allowed and sales and manufacturing operations on
halt, it is no surprise that sales have plunged. Honda Malaysia saw a decline of 52% in car
sales for the year-on-year period of May to July 2021. We sold about 5,700 units in this
period compared to close to 12,000 units sold in the same period last year when the country
was under Conditional Movement Control Order (CMCO) and Recovery Movement
Control Order (RMCO).”

“The prolonged business closure has also impacted Honda Malaysia’s new model
production due to no testing conducted in the manufacturing facility. Furthermore, the
Company’s supply chain and exportation of parts are also affected. The automotive industry
supports a wide network of local components and parts suppliers that comprises a few tiers.
These suppliers might not be able to sustain their operations and this will subsequently
affect the overall supply chain. The current extended lockdown and no visibility on business

resumption timeframe have impacted planning and overall investment of the automotive
marques,” Ms. Chujo continued.

Even more worrisome is the domino effect it has had on all 101 Honda authorised dealers
who face financial difficulties and the uncertainty of employment for sales and service
advisors as well as other staffs at the dealers. The sales advisors whose income largely
depend on commission earned, have been severely impacted.

Ms. Chujo also added, “Honda Malaysia understands the hardship that the dealers and
Honda associates are going through, and hence, the Company is trying to do its best to
assist them during the difficult times. One of the efforts is by registering Honda associates
under the Public-Private Partnership Industrial COVID-19 Immunisation Programme
(PIKAS) to expedite the country’s rate of vaccination. The Company targets to achieve 100%
of first dose vaccination for all its associates by mid-August 2021. As Malaysia has one of
the world’s fastest vaccination rates, the Company hopes to achieve its vaccination target
and subsequently the nationwide vaccination programme will help create a safer
environment for Malaysians. Honda Malaysia is appreciative of the hard work of all the
frontliners who have been working tirelessly to help fight the pandemic.”

Honda Malaysia hopes that should the early resumption of the automotive sector be possible
under strict SOPs and guidelines set by the Government, there will be no long-term impact
such as retrenchment of employees and can help to mitigate potential business closure
among the supply chain.

Nevertheless, Honda Malaysia will continue to rise to the challenges and encourage
everyone to embrace the spirit of “Together As One” by continuing to follow the SOPs to
protect themselves and the people around them.

The articles above shows that the Honda Malaysia’s business chain affected during extended
lockdown due to pandemic COVID-19. The business of Honda Malaysia sure being held down
by the rules and regulation that changed by the government itself which the Standard Operating
Procedures (SOP) that being imposed in March 2020 and Full Movement Control Order
(FMCO) on June 2021. Although the Honda Malaysia have faced some big issues with the
financial, but Honda Company does not hesitate to take the drastic measure to overcome the
issues for maintaining their financial which one of their big decisions is to closes the business

operations comprising Honda Malaysia’s plant in Pegoh, Melaka, sales offices and dealer
showrooms.

Graph above shows the statistics that worldwide number of automobiles sold by Honda Group
from year 2002 to 2021. Since the COVID-19 was first identified on December year of 2019
in Wuhan, China, and The World Health Organization (WHO) declared a Public Health
Emergency of International Concern on 30 January 2020, and a pandemic on 11 March 2020.
Since 2021, variants of the virus have emerged and become dominant in many countries, with
the Delta, Alpha and Beta variants being the most virulent. As of 2 October 2021. From the
statistic and the news about the COVID-19, it shows the proof that the business operation is
down for the Honda company as the number of units sold decrease started the year 2020 and
2021, which are the big problems for the Honda company.

TOKYO, Japan, February 18, 2020 -- Honda Motor Co., Ltd. today announced
changes the company will make to its organization and operations in Japan,
effective April 1, 2020.

Striving for the fulfillment of its 2030 Vision, Honda has been taking initiatives to solidify its
existing business while preparing for the future growth. In order to accelerate such initiatives,
Honda will make changes to its organizational and operational structures.

(1) Changes to be made to the operational structure for automobile business:

Honda will make changes to the structure of its automobile business operations in Japan in
order to further accelerate ongoing initiatives to strengthen its automobile business and
realize “strong products, strong monozukuri (the art of manufacturing) and strong businesses”
which are essential for the further growth of Honda.

Currently, Honda’s automobile business is being operated with a collaborative structure
where each area of S-E-D-B (Sales, Engineering/production, Development
and Buying/purchasing) maintains autonomy and works in collaboration. Honda will
shift from this collaborative structure to a unified structure which integrates S-E-D-B
areas. This change will enable Honda to formulate business strategies based on a big-picture
view of the entire automobile business and realize product development based on high-
precision planning. Moreover, with this unified structure Honda will further advance its
monozukuri with an efficient operation which integrates the entire process from development
through mass-production.

• The following organizations/functions will be integrated into Automobile Operations:

• Honda Motor Co., Ltd. Production Operations, Purchasing Operations and
automobile business functions currently being assumed by Business Management
Operations.

• Honda R&D Co., Ltd. functions related to the development of automobile
products, except for product design and a few other functions.

• Honda Engineering Co., Ltd. functions related to the development of
automobile manufacturing technologies and the production of automobile
manufacturing equipment.

• All S-E-D-B areas, currently separated by their respective functions, will be
integrated into Automobile Operations and reorganized into the following
organizations based on the new process of operations:
• Business Supervisory Unit: responsible for formulating business strategies
which will flexibly address changes in the business environment.
• Monozukuri Center: which will develop competitive products by advancing
Honda’s art of automobile manufacturing.
• Production Supervisory Unit: responsible for automobile production as well
as the production quality control and high-level equalization of quality on a global
basis.
• Supply Chain Management Supervisory Unit: which will plan and
implement the supply chain optimized for the business strategies.
• Sales Supervisory Unit: responsible for formulating and implementing
strategies which are unified with regional operations.

• The position of Business Unit Officer will be created, with responsibility for
supervising the entire process from planning through preparation of mass-production
for each model series.

• With these organizational changes, Production Operations and Purchasing Operations
will be disbanded. After Honda Engineering Co., Ltd. transfers some production
technology research and development functions to Honda R&D Co., Ltd., it will be
absorbed and merged by Honda Motor Co., Ltd.

(2) Changes to be made to the organizational structure of Honda R&D Co., Ltd.:

Honda R&D Co., Ltd. will make changes to its organizational structure to further
strengthen its initiatives to “create new value by exploring unknown worlds,” which is
the original purpose of the establishment of Honda R&D.

• Honda R&D will focus on the research and development of new-value products
and technologies in some key areas such as new mobility, robotics and energy.

• The Innovative Research Excellence center will add research and development
functions in some new domains including intelligence technologies,
manufacturing/engineering technologies, automated driving and advanced driver-
assistive systems.

• The Innovative Research Excellence - Power Unit & Energy center will be newly
established to integrate research and development functions for power unit and energy
technologies for motorcycles, automobiles, power products and business jets. With
the establishment of a dedicated research center in the area of power unit
technologies, which is a source of Honda’s competitive strength, Honda will fully
demonstrate the strengths of Honda as a company that has a broad range of
technologies and strive to increase the value of its product for the future.

• The Automobile Center and Digital Solution Center will be integrated into Honda
Motor Co., Ltd. and further strengthened for the realization of “strong products,
strong monozukuri and strong businesses.”

(3) Changes to be made to the operational structure for connected and MaaS business:
• In order to further accelerate its ongoing initiatives to create new businesses based on
next-generation services, Honda will integrate all functions related to connected
services and eMaaS strategy planning, development and business implementation,
which are currently being assumed by individual businesses, and newly establish
the MaaS Operations within Honda Motor Co., Ltd. The new MaaS Operations will
pursue planning and development of new services which will take advantage of
Honda’s unique strengths in having a broad range of products including motorcycles,
automobiles and Life Creation products. At the same time, MaaS Operations will
accelerate commercialization of next-generation services by increasing its decision-
making speed.

• Honda Motor Co., Ltd. also established a new company, effective February 18,
2020, Honda Mobility Solutions Co., Ltd., which will pursue mobility services
(MaaS) business in Japan.

4.1 STANDARD OPERATION PROCEDURE FOR EMPLOYEES

OFFICE

• The employees must scan MYSejahtera before entering work place building to recorded
the in and out movement into the building. Sanitize your hand to prevent any infection
to other employees. The employees must scan their body temperature before entering
the office to recognise when they are sick or not. Only use the main door for limited
employees movement in the office.

2. STANDARD OPERATION PROCEDURE DURING LUNCH HOUR

• Employees must clear the office during lunch hour at 12.00 p.m. to prevent any
unwanted incident in office. Employees should not bring any food that smell is so strong
until disturb others. Lunch hour ends at 2.00 p.m. with any religious activities must be
done before 2.00 p.m. employees must turn back to office before the lunch hour end.

3. STANDARD OPERATION PROCEDURE FOR OPEARTING
MACHINERY IN THE OFFICE

• Operating machinery in the office must turn off the switch after using it to prevent over
used of electricity. Employees must keep the area of the machine always clean and neat
so the machine can be used long term. Next, do not left your belonging at the machine
station to prevent any complication for the machine. Make sure the machine is properly
used. Employees should not attempt any vandalism on the machine or they will be
penalized.

• Employees who are required to wear a uniform must ensure that they do so during
working hours, unless advised otherwise by their line manager. Uniforms must always
be clean and ironed and worn in a presentable fashion. The uniforms issued must not
be altered in any way without the Company's permission. Where uniforms are issued
by the Company, they remain the property of the Company. Employees must take
responsibility to ensure that good care is taken of them, and return any uniforms issued
on the termination of employment.
