EXECUTIVEFINDING 1: GEOGRAPHIC MARKETS
SUMMARYThe figure below summarizes the geographical area where at least 75% of prime awardees were

located in each industry. In analyzing the Relevant Market data, GSPC tabulated the percentage
of dollars awarded, beginning with the City of Greensboro (by zip codes). GSPC continued
counting in radius surrounding the City of Greensboro (by counties and established geographic
divisions) until the cumulative percentage was equal to or greater than 75%. The availability and
utilization analyses were conducted only on firms with offices within the geographical markets. The
results were as follows:

GREENSBOROFINDING 2: M/WBE UTILIZATION ON SMALLER PRIME CONTRACTS
EDXREACFUTTIVEAs would be expected, M/WBEs won a larger share of smaller prime contracts on City projects.
SUMMARYOn prime contracts less than $300,000 M/WBEs were awarded 24.67% of Construction dollars,

7.68% of Professional Services dollars, 18.99% of Other Services dollars and 1.99% of Goods
dollars.

On prime contracts less than $1 million M/WBEs were awarded 17.21% of Construction dollars,
5.46% of Professional Services dollars, 10.28% of Other Services dollars and 2.03% of Goods
dollars.

FINDING 3: AVAILABILITY

The measures of availability utilized in this disparity study incorporate all of the criteria of availability
required by Croson:

• The firm does business within an industry group from which the City of Greensboro makes
certain purchases.

• The firm's owner has taken steps to demonstrate interest in doing business with government.
• The firm is located within a relevant geographical area such that it can do business with the City

of Greensboro.

The firms used to calculate Availability came from the Master Vendor File (which includes internal
lists from the City of Greensboro as well as external governmental lists of vendors, bidders,
subcontractors, awardees and certified firms). GSPC found that firms were available to provide
goods and services to the City as reflected in the following percentages by each race, ethnicity,
and gender group.

EXECUTIVEFINDING 4: M/WBE UTILIZATION
SUMMARYAs the table below shows, the City of Greensboro awarded a total of $738,541,060 in prime

spending in the Relevant Market during the study period and $36,454,454 of this amount, or
4.94%% of this amount was awarded with M/WBE firms as prime contractors.

GREENSBOROFINDING 5: M/WBE TOTAL UTILIZATION (PRIME AND SUBCONTRACTOR COMBINED)
DRAFTSince the City does not track Non-M/WBE subcontractors, GSPC could not determine a complete
EXECUTIVEanalysis of the percentage of dollars that M/WBE firms received in comparison to Non-M/WBE
SUMMARYsubcontractors. As an alternative method, GSPC compared total M/WBE award dollars (prime and

subcontractor) to total Non-M/WBE award dollars in order to demonstrate the percentages of
awards received by M/WBEs that can be compared to the existing M/WBE goals and Availabilities.
Of all total combined prime and subcontractor dollars in Construction, minority owned firms
received 3.38% and WBEs received 8.02%, for a combined M/WBE total of 11.41%.
In Professional Services, MBEs received 5.73% and WBEs received 3.01%, for a combined total of
8.74% awarded to all M/WBEs in Professional Services during the Study Period.

Ursula Dudley Oglesby

President

Dudley Beauty Corp, LLC

Back in 1967, Dr. Joe L. Dudley Sr. and wife Dr. Eunice M. Dudley founded the
Dudley Beauty brand. Today their oldest daughter, Ursula Oglesby, is now
the President of Dudley Beauty Corp, LLC.

Oglesby plans to take the business to new heights. “My plans for Dudley
Beauty Corp, LLC is to increase our web and social media presence. We are
in the process of updating our website, increasing our social media footprint,
and recruiting distributors nationwide,” said Oglesby.

The company only sells its products directly to cosmetologists, barbers,
and beauty schools nationally and internationally. Over 400 Dudley’s
professional hair care products and personal cosmetics have been
distributed.

Oglesby believes the company’s greatest accomplishment is keeping the
Dudley hair salons open for business. She accredits the company’s success
to supporting professionals in their business and by not selling the products
to stores or retail outlets.

Dudley Beauty Corp, LLC remains on top by maintaining strong business
relationships. “Dudley remains competitive by listening to our customers’
needs and wants. As long as we are able to help our customers become
successful, then we will be successful. Additionally, we have a great Dudley
team that is loyal and believes in marketing hope and opportunity,” said
Oglesby.

Recent hair care trends in the African American community has created even more opportunities and changes for black hair
business around the world. The increase of African Americans deciding to wear their hair in its natural state and forgo hair
relaxers has shifted the way in which black hair business conduct business. “The natural hair care trend has opened up the
industry to many players and a variety of products similar to the Jheri curl trend. Dudley has always carried products for natural
hair. We are helping to educate consumers and beauty professionals on all hair types and promoting healthy hair whether it is
chemical-free, relaxer-free, color-treated or relaxed,” said Oglesby.

With much success comes along hurdles to overcome in order keep expanding as a business. Dudley Beauty Corp, LLC greatest
challenge is meeting the demand for their products. “There are a number of people who want our products but don’t know
where to find them. Hence, we are looking for people who are looking for an opportunity to be in business for themselves but
not by themselves,” said Oglesby.

Outside of the business realm, Dudley Beauty Corp, LLC continues to give back to the community. The Dudley Beauty brand has
donated to the Hayes-Taylor YMCA & the women’s locker room is named for them. In addition, Oglesby and her husband, Mark
Oglesby, chaired the Citation Awards Dinner for the National Conference for Community and Justice (NCCJ), an organization that
helps fight bias, bigotry and racism.

The black hair care industry’s estimated projection is $761 million by 2017. Oglesby believes this growth will continue to expand
as well as its target market. “The black hair business is going to continue to grow as the U.S. becomes more multi-cultural. The
industry will become based more on hair texture versus a person’s race or skin color,” said Oglesby.

President

Core Technology Molding Corporation

Geoff Foster, CEO and president of Core Technology Molding Corporation
is leading his business to higher levels. A graduate of North Carolina
Agricultural and Technical State University, while there he received his
bachelor’s degree in industrial technology and his master’s in manufacturing
systems. He also holds a master’s degree in business administration from
Wake Forest University in Winston- Salem University.

A Certified Minority Business Enterprise, Core Technology Corporation was
founded as an S corporation in August 2006, and he formed a joint venture
with Bright Plastics Inc., in May 2007.In 2013, Foster separated from the
partnership and is now the sole owner of Core Technology. The corporation
specializes in injection molding, marketing, engineering, and manufacturing
to provide products and solutions to other leading companies, according to
its website, CoreTechnologyCorp.com

Among the 19,000 plastic injection molding companies in the United
States, there is only 6 minority owned in the world. Foster uses his second
profession as an adjunct professor for the last 10 years in the Applied and
Engineering Department at NCA&T’s to help him keep abreast of news and
changes in the plastic manufacturing industry. “I really try to stay in the
cutting edge as far as teaching, purchasing new equipment, as well as hiring
new students out of that program, said Foster. Core Technology attracts
students from around the world who wants to work for the corporation for
its excellence of leadership in the industry.

Last year, the Carolinas Minority Supplier Development Council of Charlotte, N.C. recognized Foster for his company’s sale figure
of being between 1 to 10 million.

Along with keeping up with competition, Core Technology will continue to grow globally and domestically. Currently, Core
Technology has transformed into a global supplier that supplies parts to 5 different continents. Foster says he foresees expansion
of business in Africa or another continent outside of North America within the next 2-3 years.

This year, Foster was awarded business with Merck, Parker Hannifin, Husqvarna, Altria and most recently with BMW with a Tier I
supplier providing parts for X5, X3, X4, SUVs. “In 2014 we recognized the need for focused, intentional, and deliberate execution.
We had a solid year building on our strengths while continuing to manage through transitions. We worked on how to improve
the value creation for our strategic business partners,” said Foster.

“As a manager I’m consistent. I would like to think I’m fair. I don’t show others special treatment so consistency is very important
to me,” says Foster on his description as a CEO. Core Technology is also partnered with the Guilford County Schools advanced
manufacturing. They allow Guilford County schools to bring students, parents, and teachers through for tours of the company.
Foster says he wants to expose not only minorities but other children and their parents to the realities of advance manufacturing.
He believes the stigma of manufacturing jobs as being “dirty,” and “dead end” hinders prospective students of entering the
industry. “I try to be uplifting to the community as well, said Foster.

ESTATE PLANNING

WHAT IS IT?
WHY IS IT IMPORTANT?

You may not know what Estate Planning involves, but you have an estate and you have an estate

plan. As a matter of fact, almost everyone has an estate and a plan. Your estate is made up of everything you own,
your car, your house, your checking account, savings account, investments, life insurance, furniture and all of your
other
personal possessions. No matter how large or small, everyone has an estate and something in common, you can’t
take it with you when you die.

An estate plan determines what happens to your property when you die. If you don’t create your own estate
plan, guess what, the state of North Carolina has created one for you. However, you probably won’t like because it
may not distribute your property the way you would do it. To make sure that your wishes are carried out, you need
to provide instructions stating whom you want to receive something of yours what you want them to receive and
when they are to receive it. Of course, you want all of this to happen with the least amount paid in legal fees and
court costs.

That is estate planning….creating a plan in advance and listing whom you want to receive the things

you own after you die. However, a good estate plan will manage so many other issues that are important to your
family’s wellbeing. For example, a good estate plan will name a guardian for your minor child and someone to man-
age their inheritance. A good estate plan will include instructions for your own care if you become incapacitated
before you die. A good estate plan will include insurance to provide for your family by replacing your income.
