Per -3 Educational Technology Unit 3.4 Dr. Priya Mathew St. Joseph’s College of Education, Mysore 1 RESOURCE CENTRES AND SERVICES IN EDUCATIONAL TECHNOLOGY CIET (Central Institute of Educational Technology) Central Institute of Educational Technology (CIET), a constituent unit of NCERT, came into existence in the year 1984 with the merger of Center for Educational Technology and Department of Teaching Aids. CIET is a premiere national institute of educational technology. Its major aim is to promote utilization of educational technologies viz. radio, TV, films, Satellite communications and cyber media either separately or in combinations. Its major emphasis is on the production and utilization of media elements, training, and consultancy research and external activities. The institute undertakes activities to widen educational opportunities, promote equity and improve quality of educational processes at school level. Role and functions of CIET 1. Production and development of audio and video programmes: Made by professionals, who are guided and advised by subject experts, faculty members, and practicing teachers to ensure content accuracy, credibility and authenticity The programmes produced are subjected to preview, field testing and modification before disseminating and broadcast Mainly in Hindi, some are in English, Cater to the age group of 5-8 and 9-11 years Aimed at enriching the school curriculum, developing curiosity, enabling children to raise questions and fostering aesthetic sensibilities. 2. Training and consultancy: Setting up of audio and video studios, multimedia, graphics and animation facilities. Training of technical personnel in repair and maintenance of electronic media equipment and operation of new equipment Training of production personnel like cameraman, video, and audio editors, and producers Training in scripting, research and evaluation Training in multimedia design, scripting , graphics, and animation and web applications Organization of customized training courses 3. Transmission of ETV programmes: CIET has produced about 1700 ETV programmes and each year nearly 100 progrmmes are added to this ETV transmission from CIET on the DD1 channel was started in 1982-83.

Broadcast of educational radio programmes: CIET has produced about 1700 radio programmes The first educational FM radio channel “Gyan Vani” was broadcast regularly from November 2001 in the city of Allahabad On the same day the test transmission of the second Gyan Vani station at Bangalore was started Gyan vani is suited to the educational needs of the local community and it is a main tool in making available the dream of education for all. 5. Research and evaluation Activities : Research and evaluation form part of the regular activities of CIET Studies are aimed at assessment of needs of media programmes for different target groups, to know their relevance, utility and extent of utilization. Studies to know the effectiveness and impact of media programmes on children’s learning and other aspects of their development. 6. Library Services: The media resources at CIET are housed in three libraries- for audio, video, and 16 mm films. The film library has a large collection of educational films on various subjects and for all age groups. The audio and video programmes are available in cassette form for use in a non-broadcast situation. 7. Providing help for the implementation of EDUSAT programme: Educational and training programmes for the students and teachers are transmitting through EDUSAT service. The programmes can reach the consumers for viewing at their television or computer screens. SIET (State Institute of educational technology) State Institute of educational technology (SIET) has been set up in seven states such as Andhra Pradesh, Bihar, Gujarat, Maharashtra, Orissa, Uttar Pradesh and Kerala in order to implement the INSAT for education project (centrally sponsored scheme of ET) effectively. These institutes are functioning under the administrative control of the SCERT in some states and in the Directorate of Education in other states. The Ministry of Human Resource Development (MHRD) renders financial assistance of SIETs. The State Council of Education Research and Training (SCERTs)

SIET’s carry out the similar functions as performed by the CIET Functions of SIET 1. Analyse the educational needs of the districts/ regions of the state 2. Produce educational video and audio programmes and other software material in broadcast and non-broadcast modes. 3. Design, develop and disseminate teaching- learning aids and other necessary software material 4. Conduct training and orientation programmes for technical personnel and various functionaries involved in the production and use of educational media programmes. 5. Provide orientation and training to teachers for using means and materials of educational technology is making their classroom teaching effective. 6. Conduct orientation programmes for other users to make use of educational video and audio programmes both as formal as well as non-formal agency of education. 7. Undertake evaluation and research of progrmmes and materials developed by the SIET or CIET 8. Coordinate with the agencies responsible for carrying out ET function at the Centre, State, or district level 9. Encourage innovation and excellence in the production and use of educational material and media programmes by involving producers and users from outside agencies. 10. Develop concepts and provisions of user services for educational technology programmes. 11. Develop and promote facilitates and promote awareness and competencies among students, teachers and parents on the possibilities of application of ET in the areas of educational radio, ETV, CAL, CMI, satellite communication, internet, etc. 12. Provide guidance and assistant to the promoters and users of ET in every sphere of the development of ET with the objective of improving the processes and product of education EMMRC (Educational Multimedia Research Centre) The Educational Multimedia Research Centre (EMMRC) was established as Audio Visual Research Centre (AVRC) in 1989 by the UGC-CEC at Punjabi University, Patiala under the

Production of educational programmes (especially video and audio) and related support material and setting up of appropriate facilities for this. Research related to optimizing the effectiveness of the programmes. Providing a forum for the active involvement of academic and other scholars in the creation of appropriate educational programme. Studying, promoting and experimenting with new techniques/technology that will increase the reach and/or effectiveness of educational communication. The Centre is presently funded by the UGC and MHRD for producing enrichment, educational video lecture and e-content programmes for broadcasting these through educational channel on Doordarshan and Internet streaming commanding a viewership of more than 25 million students. The Centre is equipped with a large state-of-the-art studio with chroma facility, latest technology broadcasting equipment and high-powered multimedia workstations to produce educational video content, LORs and e-content programmes. Besides this, the Centre also conducts research related to the creation, dissemination and evaluation of educational content. EMRC MYSORE Educational Multimedia Research Centre (EMRC) is the only institution of its kind to be established at University of Mysore by the University Grants Commission in the entire state of Karnataka. EMRC produces educational videos for 24 hours Educational channel and Doordarshan’s national network DD-1, Gyan Darshan and 24hours Higher Educational Channel –Vyas. EMRC is equipped with state of the art infrastructure for Television and multimedia production and has a good human resource expertise to educate teachers and students on multi-media applications. UGC-CEC (Consortium for Educational Communication) The Consortium for Educational Communication popularly known as CEC is one of the Inter University Centres set up by the University Grants Commission of India. It has been established with the goal of addressing the needs of Higher Education through the use of powerful medium of Television along with the appropriate use of emerging Information Communication Technology (ICT). Realizing the potential and power of television to act as means of educational knowledge dissemination, UGC started the Countrywide Classroom Programmes in the year 1984. For production of such programmes Media Centres were set up at 6 Universities. Subsequently CEC emerged in 1993 as a nodal agency to coordinate, guide & facilitate such educational production

Today 21 Media Centres are working towards achieving this goal under the umbrella of CEC. Objectives of CEC : Close Coordination, facilitation, overall guidance and direction towards the activities of the Media Centres set up by the UGC in various Universities throughout the country. Dissemination of Educational programmes through broadcast as well as non-broadcast modes. Production of Educational programmes (Audio/Visual and Web Based) and related support material further setting up of appropriate facilities for such production. NROER (National Repository of Open Educational Resources) The Ministry of Human Resource Development (MHRD), Government of India has launched a National Repository of Open Educational Resources (NROER). The development of it has been a combined effort of the Department of School Education and Literacy. MHRD, Government of India, the Central Institute of Educational Technology, NCERT and Metastudio, which is the platform that hosts the Repository. NROER is a solution developed to address the challenges faced by the education sector of our country. It intends to reach the unreached, include the excluded and prioritizes to extend education to all. It is a collaborative platform involving everyone who is interested in education. It offers resources for all school subjects and grades in multiple languages. It brings together all the digital resources for a school system such as educational videos, audio, images, documents and interactive modules and also allows you to contribute your own resources. The digital resources are divided into 5 categories namely, Math, Science, Social Science, Languages and Art Education. Each subject has a list of concepts. This enables access to a library from where teachers can access audio, videos, learning objects, images, question banks, activities/presentations and more related to the concepts. They can also upload resources which are subject to review by experts. In addition to this, NROER allows teachers to download, share, comment and rate media resources. Objectives of NROER To store, preserve and provide access to a variety of digital resources to students and teachers. To enable the participation of the community in the development and sharing of digital resources.

To facilitate teachers to create and share contextual teaching and learning resources. To celebrate innovations in resource creation. Features of NROER are: Open access to anyone who wants to access the resources. Resources are available for free. Resources are share-able. Resources are available in the form of discrete chunks in contrast to those available as bulk and make it difficult for a person to segregate information from them. Eliminates the need of research from several places, since all resources on any particular subject or topic you desire are present in one place and are comprehensive. Resources sometimes may need to be contextualized, by wraparound materials that support them. Resources can be added to the NROER pool, subject to proper licensing. Hence, the NROER is a comprehensive digital repository for open Educational Resources (OER ), which in addition to providing opportunities for users to access and create educational resources also allows them to enroll in various online courses and participate in online contests. KOER (Karnataka Open Education Resources) The Karnataka Open Educational Resources wiki is a repository of resources to support practising teachers in terms of their professional development as well as classroom processes. The wiki is built by a community of educators who will be engaged in the creation, review, curation and publishing of digital curricular resources on a continuous basis. This resource repository is embedded in the Subject Teacher Forum that has been built across high school teachers of Karnataka. The resources have been developed based on a framework that has been developed after discussions with RMSA, RIE and several teachers and teacher educators. Resources have been contributed by teachers, participants in the Subject Teacher Forum. These have been added onto the website after a process of peer review. The review process is getting developed and will soon include expert review by DIET faculty and subject experts. Objectives of the Open Educational Resources Repository 1. Collaborative resource creation by a community of educators as a method of Teacher Professional development EDUSAT Network EDUSAT is the satellite exclusively devoted to meet the demands of educational sector. It was launched on September20, 2004 by Indian Space Research Organization (ISRO) to meet ever increasing demand for an interactive satellite-based distance education system for the country. Consortium for Educational Commission (CEC) is one amongst the five primary users of this educational satellite. ISRO has adjudged the CEC as “the best EDUSAT National Beam User” in July 2008. At present, there are over hundred Satellite Interactive Terminals (SITs) and Receive only Terminals (RoTs) under CEC EDUSAT network, installed at various colleges, Academic Staff Colleges and Universities across the country. Many more are being added with the purpose of providing quality higher education to the remote areas through satellite network. CEC EDUSAT network is empowering students through cutting edge technology and caters the needs of students across the country. EDUSAT live transmission Subject Experts deliver lectures live. These lectures are received by various SITs and RoTs. They are known as Class Room End. The Teaching End can be shifted from one SIT to another. Thus, the students can benefit from experts located in various Educational Institutions across the country. The Expert can address the queries of the students in the live mode. The students can interact and ask questions using the following three methods. Audio Video Conferencing Text Mode Through Telephones CEC is also providing a service called ‘Lecture on Demand (LoD)’ and these lectures are demanded by the students and faculties of various colleges and departments of universities across the country. Lectures are also recorded for the later viewing by students. Cataloguing process of these lectures is going on.

This was expected to be a major intervention in enhancing the Gross Enrolment Ratio (GER) in Higher Education by 5 percentage points during the XI Five Year Plan period. The three cardinal principles of Education Policy viz., access, equity and quality could be served well by providing connectivity to all colleges and universities, providing low cost and affordable access-cum-computing devices to students and teachers and providing high quality econtent free of cost to all learners in the country. NMEICT encompasses all the three elements. The Mission has two major components: providing connectivity, along with provision for access devices, to institutions and learners; Content generation. Objectives: building connectivity and knowledge network among and within institutions of higher learning in the country with a view of achieving critical mass of researchers in any given field; spreading digital literacy for teacher empowerment; development of knowledge modules having the right content to take care of the aspirations of academic community and to address to the personalized needs of the learners; standardization and quality assurance of e-contents to make them world class;

Components NPTEL (National Programme on Technology Enhanced Learning) The National Programme on Technology Enhanced Learning (NPTEL), a project funded by the Ministry of Human Resource Development (MHRD), provides e-learning through online Web and Video courses in Engineering, Sciences, Technology, Management and Humanities. This is a joint initiative by seven IITs and IISc Bangalore. Other selected premier institutions also act as Associate Partner Institutions. Through this initiative, they offer online courses and certification in various topics. The main objective of NPTEL program is to enhance the quality of engineering education in the country by developing curriculum based video and web courses. This is being carried out by IITs (Seven), IISc Bangalore and other premier institutions as a collaborative project. At IIT Madras, the project is evolving and it is our intent to provide learning materials, digitally taped classroom lectures, supplementary materials and links to state-of-the art research materials in every subject possible. All the faculty members are personally involved in the making of their respective courses in the electronic form. Our purpose is to supplement classroom lectures. The latter are compulsory for students and IIT Madras stipulates that students attend 75 percent of lectures to qualify for their examinations. Features of NPTEL NPTEL provides free online courseware in the form of web courses and video lectures. These lectures utilize a multitude of facilities of the video medium such as chalk-and-talk, tablet writing, power point, two and three dimensional animations, interactive codes, etc. Each course comprises approximately 40 video lectures of about 1 hour duration. An online discussion forum is incorporated wherein students can post and review questions. Wherever applicable, course assignments, handouts, self-evaluation tasks, etc. have been integrated. Workshops are routinely conducted for institutes, students, mentors, etc. under the auspices of NPTEL. It was recognized and as an independent, autonomous Inter-University Centre (IUC) of the University Grants Commission (UGC) in May 1996. INFLIBNET works collaboratively with Indian university libraries to shape the future of the academic libraries in the evolving information environment. INFLIBNET is set out to be a major player in promoting scholarly communication among academicians and researchers in India The primary objectives of INFLIBNET are: To promote and establish communication facilities to improve capability in information transfer and access, that provide support to scholarship, learning, research and academic pursuit through cooperation and involvement of agencies concerned. To establish INFLIBNET: Information and Library Network a computer communication network for linking libraries and information centres in universities, deemed to be universities, colleges, UGC information centres, institutions of national importance and R & D institutions, etc. avoiding duplication of efforts. ELECTRONIC MEDIA IN THE SERVICE OF DISTANCE EDUCATION Educational channels are in existence in India for over three years. Since the launch of Gyan Darshan on January 26, 2000, the bouquet of educational TV channels today has three completely digital and round-the-clock channels. In November 2001, a FM radio channel called Gyan Vani was started which too has expanded manifold in its content and reach. Gyan Darshan Gyan Darshan offers interesting and informative programmes for different categories of users such as pre-school kids, primary and secondary school children, college/university students, youth seeking career opportunities, housewives and adults. These programmes are contributed by major educational institutions including IGNOU, UGC/CEC*, NCERT/CIET*, Directorate of Adult Education, IITs, TTTIs* and other educational/developmental organisations. The time slots are convenient and the programmes are prepared with the help of experts in the field and experienced production teams. Programmes from abroad are also broadcast to offer the viewer a window to the world. Gyan Darshan transmissions, uplinked from the earth station of EMPC-IGNOU New Delhi, can be accessed all over the country throughout the year and round the clock without any break. Gyan Darshan signals can be conveniently received without any special equipment.

This is the main Gyan Darshan channel. Its programmes include the ‘countrywide classroom’ produced by CEC/UGC, ‘technovision’ produced by IITs and ‘Bhasha Mandakini’ produced by the Rashtriya Sanskrit Sansthan. Bhasha Mandakini, launched on September 5, 2003, Under Bhasha Mandakini, the ‘Sanskrit Bhasha’ language series of programmes are developed by the Rasthriya Sanskrit Sansthan in collaboration with other Sanskrit institutes of higher learning such as the Rashtriya Sanskrit Vidyapeeth (Tirupati), Shri Lal Bahadur Shastri Rashtriya Sanskrit Vidyapeeth (Delhi) and other Sanskrit institute and universities of repute. Bhasha mandakini is planned to include all languages in the course of time. Gyan Darshan 2 and TDCC Gyan Darshan-2 is devoted entirely to interactive distance education. It offers distance education through Virtual Class Room mode and provides access to digital repository of educational content hosted at IGNOU. Gyan Darshan-2 and TDCC (Training & Development Communication Channel) are one-way video and two-way audio satellite-based interactive systems. Teleconference through Gyan darshan and TDCC essentially follow the same principle except that the former operates on Cband while the latter on extended C. The signals can be received across the country. Live interaction or teleconference is yet another and the latest intervention in the distance education system. It provides a human face to the otherwise remote and distant learner. The viewers can directly access teachers/experts in the studio during an ongoing programme, express their views and clear their doubts regarding specific topics/issues as the programme goes on. IGNOU provides free interactive telephonic facility in 79 cities through its toll free number 1- 600-1-12345 for teleconferencing on Gyan Darshan-2, TDCC and IRC(Delhi). Gyan Vani Gyan Vani is an educational FM Radio channel operating through FM stations from various parts of the country. With 10 FM stations at Allahabad, Bangalore, Coimbatore, Vishakhapatnam, Mumbai, Lucknow, Bhopal, Kolkata, Chennai and Delhi already on air in the first half of 2003, the network is slated to expand to a total of 40 stations. Gyan Vani stations operate as media cooperatives, with day-to-day programmes contributed by various Ministries, educational institutions, NGOs and national level institutions such as IGNOU, NCERT, UGC, IITs and open universities. Each station has a range of about 70 km radius, which covers the entire city/town as well as the surrounding area. Gyan Vani serves as an ideal medium for niche listeners and for addressing local educational, developmental and sociocultural requirements. The programmes are in English, Hindi and the language of the region. The broadcast duration varies from stations to station, and is in the range of 8-12 hours.
