INVOCATION

We pray for those stricken by the devastation of Typhoon Lando and for those
who have committed themselves to responding to their need. We pray that those
who suffer find comfort through their faith in You and through the loving kindness
of those Rotarians, emergency workers and volunteers who have come to their
aid. We pray that those who have lost so much have the fortitude to rebuild their
lives. May all who have been battered by this storm discover many hearts and
hands open to them. None of us stands alone in times of trouble. Amen.

AVENUES OF SERVICE

We channel our commitment to service at home and abroad through five Avenues of
Service, which are the foundation of club activity.

CLUB SERVICE focuses on making clubs strong. A thriving club is anchored by strong
relationships and an active membership development plan.

VOCATIONAL SERVICE calls on every Rotarian to work with integrity and contribute their
expertise to the problems and needs of society.

COMMUNITY SERVICE encourages every Rotarian to find ways to improve the quality of
life for people in their communities and to serve the public interest.

INTERNATIONAL SERVICE exemplifies our global reach in promoting peace and
understanding. We support this service avenue by sponsoring or volunteering on
international projects, seeking partners abroad, and more.

YOUTH SERVICE recognizes the importance of empowering youth and young
professionals through leadership development programs such as Rotaract, Interact,
Rotary Youth Leadership Awards, and Rotary Youth Exchange.

AREAS OF FOCUS

PROMOTING PEACE Filipinos in the hundreds of thousand are displaced by armed
conflict or persecution. We develop the skills to strengthen peace efforts, train local
leaders to prevent and mediate conflict, and support long-term peace building in
areas affected by conflict.

FIGHTING DISEASE Millions of Filipinos are pushed deeper into poverty because of
medical costs. We aim to improve and expand access to low-cost and free health
care in our community. We educate and mobilize communities to help prevent the
spread of major diseases such as polio, HIV/AIDS, malaria, and dengue.

PROVIDING CLEAN WATER In Marikina and nearby areas, poor communities lack access
to adequate sanitation facilities. Our projects give communities the ability to develop
and maintain sustainable water and sanitation systems.

SAVING MOTHERS AND CHILDREN In poor areas, children suffer malnutrition, poor health
care, and inadequate sanitation. To help reduce this rate, we provide preventive care
to babies, improve access to essential medical services, and support trained health
care providers for mothers and their children. We empower the local community to
take ownership of health care training programs.

SUPPORTING EDUCATION There are thousands of children in our community with no
access to education. Our goal is to strengthen the capacity of communities to
support basic education and literacy, reduce gender disparity in education, and
increase adult literacy.

GROWING LOCAL ECONOMIES We still face grinding poverty in our communities. We carry
out service projects that enhance economic and community development and
develop opportunities for decent and productive work for young and old. We also help
strengthen local entrepreneurs and community leaders, particularly women, in
impoverished communities.

PRESIDENT’S MESSAGE

World Class President Rodolfo ‘Rudy’ Garcia

Greetings from Yangon, Myanmar!

I am sending my report from this country that has just
recently opened itself to the world after many years of isolation. It was only after
the elections of 2010 and the coming in of a new regime in 2011 that Myanmar
has somewhat relaxed on its long standing stance of putting a distance between
itself and other countries.

My being here is a reflection of a growing new belief by those currently running
the country of our interconnectedness and an acceptance that other countries
can contribute to the achievement of peace in their rich endowed land that has
long simmered in conflict. This conflict is driven by grievances of its ethnic
groups.

I have come here to share a bit of what I know - our experience in the Mindanao
Peace Process. They want to learn about other countries’ experiences, know
about the best practices that exist and which of these had worked. And within
the context of their own internal problem, they hope to find what approach can
be best for them.

I am absent from our meeting today to act out the first item in Rotary’s Area of
Focus: Peace and Conflict Resolution. Will this then qualify as a make-up?

**********

It is just two weeks now before we show our bowling talent in the District Ten-Pin
Bowling Tournament. We are up there in the highest division to compete with the
best teams in the Governor’s Cup category. Hilltop, despite the tough field it is in,
will surely give it its best shot.

I take this opportunity to acknowledge PP Celso in giving our projects a big boost
by his generous support. This is a big help and will give us the much needed
added resources to realize the plans of the Club. Many thanks PP Celso!

And, not to forget, our congratulations to PP Jimmy for the recognition given by
RI for his sponsorship of a member. I am encouraging our other members to do
their best in recruiting members who truly will be assets to the club.

Have an enjoyable meeting!

SECRETARY’S REPORT

Secretary/President Elect Viktor “Vik” Varua

Your Hilltop club has an enduring reputation in the Zone and
District as an 'elite' club. This is a double -bladed honor. When
spoken of by other Rotarians as the club "ng mga mayayaman", we are quick to
reply with the correction "Hindi po totoo iyon. Club po kami ng mayayaman... at
mga gwapo."

The glib retort, originally coined and prescribed for use by Past President Doy
Reyes, deftly acknowledges the praise while playing
down the suggestion of entitlement. Hilltopers after
all WORKED for Hilltop achievements. Take for
instance in the realm of sports. Are you aware that
the Hilltop athletes are medalists and defending
champions in their respective arenas?

Rotarian RJ Rizada and Past President Bobby Leung
are gold medalist teammates in last year's District
golf tournament. Bobby was awarded 'District Golfer
of the Year.'

The Zone 4 basketball team, of which our club is a member, are Palarotary

Basketball Champions for three successive years. Shown below are some
members of the team including yours truly.

5 Be a Gift to the World Vol. 27 No. 13

Then below is the picture of our Tenpin bowling championship team from last
year's Assistant Governor’s Cup.

These pictures
are not here just
for our members
to look at and
feel good. They
are here to serve
as a call to
action. Our
sporting events
head, Mon 'El
Presidente'
Fernandez is
asking our members to please participate and support our sporting teams. So a
gentle coax to the champion bowling team members: Past Presidents Ed Lim,
Fred Lo, Serge Mendoza, Celso Montalla, and Rotarians Howard Mijares and
Alfred Tan; as well as any other member who can put a ball to the lane- please

attend team practice every Monday night at 8pm at
Sta. Lucia 10 pin lanes. Team sport is NOT a 1
man game.

On the right is a photo of Past President Mon
Fernandez in a practice game.

Don't forget myRotary.org account holders can witness the World Polio Livestream
event tomorrow at 6:00AM. There are only less than a hundred known cases of
Polio in the World. Be part of this Global Milestone event championed by Rotary
together with UNICEF. Thank you to PP Celso for his check donation of PhP
50,000.00 for the account of Hilltop projects.

District 3800 Relief Efforts for Typhoon Lando Victims

From the report of the Philippine Disaster Recovery Foundation dated October 21,
2015, a total of almost 122,000 families were affected by typhoon Lando. Although
it has weakened and is on its way out, damaging floods remain in Bulacan,
Pampanga, Tarlac, Nueva Ecija, Pangasinan, Zambales and Isabela. Roads and as
many as 25 bridges are not passable due to floods and landslides. There are
reported power outages in these
areas.

As of today, almost 5,500 families
remain in evacuation centers.

Let us heed their call for help. DAMAGE. Typhoon Lando left a trail of devastation across

also donate non-food items like
soap and alcohol as initial

diseases.

Please start the campaign to friends in Rotary as early as now. Thank you for your
generous hearts.

Global Grants for Economic and Community Development

ECONOMIC AND COMMUNITY DEVELOPMENT

Rotary supports investments in people to create measurable and
enduring economic improvement in their lives and communities.

Area of Focus Statement of Purpose and Goals

The Rotary Foundation (TRF) enables Rotarians to invest in people by
creating sustainable, measurable and long term economic
improvements in their communities and livelihoods by

1. Building the capacity of entrepreneurs, community leaders, local
organizations, and community networks to support economic
development in impoverished communities;

2. Developing opportunities for productive work;

3. Reducing poverty in underserved communities;

4. Supporting studies for career-minded professionals related to
economic and community development.

Parameters for Eligibility

TRF considers activities targeting the following to be within the scope
of the economic and community development area of focus:

1. Access to financial services for the poor, which may include but
are not limited to microcredit, savings, or insurance;

2. Training related to economic and community development
including but not limited to entrepreneurship, community
leadership, vocational, and financial literacy;

3. Small business/cooperative/social enterprise development and
income-generating activities for the poor, including but not limited
to the organization of village-wide businesses that provide
employment;

4. Agricultural development for subsistence and small farmers,

13 Be a Gift to the World Vol. 27 No. 13

including but not limited to the facilitation of access to markets;

5. Community-led and coordinated adopt-a-village or comprehensive
community development activities;

6. Vocational training teams supporting the above activities;

7. Scholarships for graduate-level study in programs related to grass
-roots economic development and programs specifically
designated in community development.

TRF considers activities targeting the following to be outside the scope
of the economic and community development area of focus and as
such are not eligible for global grant funding:

1. Community infrastructure projects, unless they result in a
significant increase in the ability of community members to
produce and distribute goods and services that create personal
resources;

2. Community beautification projects;

3. Construction or rehabilitation of community centers.

Elements of Successful Humanitarian Projects and Vocational Training Teams

Global grants are:

1. Sustainable – communities are able to address their economic
and community development needs after the Rotary club/district
has completed its work;

2. Measurable – sponsors can select standard measures for their
area of focus from the Monitoring and Evaluation Toolkit or use
their own measures to show the good results of their work;

3. Community driven – global grants are designed by the host
community based upon the needs they have identified;

4. Aligned with an area of focus – as defined in the policy
documents.

IDIOT SIGHTING-1

I handed the teller @ my bank a withdrawal slip
for $400.00 and I asked
"May I have large bills, please?"
She looked at me and said
"I'm sorry sir, all the bills are the same size."
When I got up off the floor I explained it to her…

IDIOT SIGHTING-2

When my wife and I arrived at an automobile dealership to pick up our car,
we were told the keys had been locked in it.
We went to the service department and found a mechanic working
feverishly to unlock the driver side door.
As I watched from the passenger side, I instinctively tried the door handle
and discovered that it was unlocked.
'Hey,' I announced to the technician, 'it's open!'
His reply: 'I know. I already got that side.'
This was at the Ford dealer on EDSA.

IDIOT SIGHTING-3

We had to have the garage door repaired. The repairman told us that one of
our problems was that we did not have a 'large' enough motor on the
opener. I thought for a minute, and said that we had the largest one made
at that time, a 1/2 horsepower. He shook his head and said,
'You need a 1/4 horsepower.'
I responded that 1/2 was larger than 1/4.
He said, 'NO, it's not.' Four is larger than two.'

We haven't gone back to this repairman since.

- All jokes are from the FB posts of Past District Governor Raffy Garcia. Thanks.

Maybe it shouldn’t come as a surprise to us but according to Condé Nast
Traveler the best island in the world is right here in the Philippines.
Palawan topped the list of the Best Islands in the World Awards category
in this year’s Condé Nast Traveler Reader’s Choice Awards. Also in the list
are Cebu and Boracay at no. 19 and no. 15, respectively.
