Gender and Development
Gender and Development refers to the
development perspective and process
that is participatory and empowering, equitable,
sustainable, free from violence, respectful of
human rights, supportive of self-determination and
actualization of human potentials, as defined by
Philippine Commission on Women Memorandum
Circular No. 2011-01.
Gender and Development focused on women empowerment at the same time gender
equality in the society and collaborative programs in partnership with other institutions.
GAD-related activities were conducted for the promotion of gender agenda in ENR programs
and projects. These were specifically pursed mainly to address gender concerns in the society.
In accomplishing the given targets, two way processes are involved: the client-focused and
the organization based.
The Organization-focused activities include the strengthening of our GAD Regional Fo-
cal Point System on the different GAD activities in coordination with Regional Development
Council GAD Committee where DENR was the Co-Chair on Health and Environment
Committee which GAD Focal Persons from the Field Offices (PENROs and CENROs)
implemented GAD activities in coordination with their Local Government Units. PENRO and
CENRO GAD Focal Person in close coordination with section concerns to properly document
the accomplishment of the region mainstreamed activities. These are the highlights of the
implementation of Gender and Development of the office:

Per Philippine Commission on Women (PCW) Memorandum Circular No. 2011-01, the GAD
Focal Point System is defined as an interacting and independent group of people in all
government instrumentalities tasked to catalyse and accelerate gender mainstreaming.

It is a mechanism established to ensure and advocate for, guide, coordinate, and
monitor the development, implementation, review and updating of their GAD plans and GAD-
related programs, activities, and projects (PAPs).
The Regional RGADFPS conducted a regular quarterly meeting via zoom
videoconference application on February 19, 2021. The RGADFPS discussed the
DENR-Caraga’s commitment and compliance with the Republic Act No. 7192 known as
“Women Development and Nation Buidling Act” and other related laws pertinent to GAD and
acted on matters and imposed decisions on GAD. The meeting served as a venue to
deliberate the implementation of GAD in the ENR programs and projects.

Further, PENR Offices and CENR Offices GAD Focal Point System conducted their
respective strengthening activities thru a quarterly meeting. They discussed also the lined-up
activities of the Gender and Development (GAD) Plan and Budget for FY 2021 and the
proposals of activities to celebrate National Women’s Month.

Updating and Maintenance of GAD Corner
The DENR RGADFPS, CEPA Committee, PENROs, and CENROs GAD Focal Persons
updated the Gender and Development (GAD) Corner or Information Board, respectively. This
is in compliance to Executive Order No. 273, directing all national government offices and
instrumentalities and local government units to take appropriate steps to ensure full
implementation of the policies, strategies, programs and projects outlines in the Philippine Plan
for Gender-Responsive Development, and in consonance with Joint Memorandum Circular No.
2013-01 approving the implementing Rules and Regulations on the Localization of the Magna
of Women.

National Women’s Month Celebration 2021
The 2021 National Women’s Month Celebration serves as a tribute, a platform, and a call
to action that highlights the extraordinary roles of ordinary Juanas in the society as
trailblazers and harbingers of change. This celebration is also a venue to discuss and address
the issues that women continue to face so empowerment can be fully achieved. The campaign
is also a call for concrete, sustainable, and inclusive actions towards gender equality.
In 1995, the Philippine Government was one of the 189 governments who signed the
historic roadmap for gender and development, known as Beijing Declaration and Platform for
Action, which focused on 12 critical areas of concern: (1) women and poverty; (2) education
and training of women; (3) women and health; (4) violence against women; (5) women and
armed conflict; (6) women and the economy; (7) women in power and decision-making; (8)
institutional mechanisms; (9) human rights of women; (10) women and media; (11) women and
the environment; (12) the girl child.
Thus, the Philippines enacted the following laws as a legal basis of the annual national
campaign, to wit:
Proclamation No. 224 s. 1988 declaring the first week of March each year as Women’s Week and
March 8 as Women’s Rights and International Peace Day
Proclamation No. 227 s. 1988 providing for the observance of the Month of March as Women’s
Role in History Month
Republic Act (RA) 6949 s. 1990 declaring March 8 of every year as National Women’s Day.
This year’s celebration aimed to:
1. Inform and engage women as stakeholders of government programs and
services;
2. To strengthen the implementation of Magna Carta of Women by creating and
facilitating platforms to discuss good practices, gaps, challenges, and
commitments in pursuing Gender and Development (GAD);
3. Inspire and empower women and girls to be agents of change; and,
4. To contribute in promoting gender equality.

Hanging of Official National Women’s Month Celebration Banner
As an opening for the celebration of Women’s Month, hanging of the official 2021
National Women Month Celebration Banner with the theme “We make Change Work for
Women” & campaign, JUANA LABAN SA PANDEMYA: KAYA!” was done on March 1,
2021 in the façade and receiving area of the offices of DENR Caraga in order to inform and
intensify awareness, knowledge and perception of the community about the significance of this
celebration in honor of women’s strength and contributions to the society.
Official NWMC Banner hanged at the office façade or strategic areas in Regional Office, 5
PENROs and 10 CENROs of Caraga Region.
In this year’s celebration, the campaign is set in the COVID-19 pandemic backdrop,
which posed both challenges and opportunities for women. This year’s observance highlighted
the women’s participation to combat the pandemic and discussed gender issues worsened by
the pandemic. This celebration featured women who thrived despite the circumstances and
share support systems and government programs that address women’s issues and concerns.

Kick-Off Program
On March 1, 2021, a Kick-off Program of the National Women’s Month Celebration was
held on DENR-Caraga Regional Office. The activity was graced by the Regional Executive
Director, Nonito M. Tamayo, CESO III, ARD for Technical Services, Atty. Claudio A. Nistal,
GAD Focal Point System Chairperson, Antonieta A. Jurado and Regional Office– Division
Chiefs. Proper health protocols were observed during the activity.

Another highlight of this year’s National Women’s Month Celebration is the One Billion
Rising which is the biggest mass action to end violence against women (cisgender,
transgender, and those who hold fluid identities that are subject to gender-based violence) in
human history. The personnel participated in the 1 Billion Rising Movement mass dance while
wearing purple advocacy T-shirt and dance to the Official beat of the campaign the “Isang
Bilyong Babae ang Babangon”. This activity was actively participated by selected personnel
from Regional Office, PENROs and CENROs.

International Women’s Day
International Women's Day is a global day celebrating the social, economic, cultural and
political achievements of women. The day also marks a call to action for accelerating gender
parity. Significant activity is witnessed worldwide as groups come together to celebrate
women's achievements or rally for women's equality.
Marked annually on March 8th, International Women's Day (IWD) is one of the most
important days of the year to:
1. Celebrate women's achievements;
2. Raise awareness about women's equality;
3. Lobby for accelerated gender equality; and,
4. Fundraise for female-focused charities.
Launching of Purple Corner
On March 8, 2021, DENR Caraga with the PENROs and CENROs launched the
Purple Corner. The installation of purple corner seeks to heighten the awareness on how each
one of us can contribute to the promotion, protection and fulfilment of women's rights-may it be
in the workplace as women workers or as women delivering services to clients.
DENR Caraga joined the #ChooseToChallenge Online Campaign by showing support and solidarity.
Clients and personnel raised their hands high to show their commitment to choose to challenge, call
out inequality and biases, question stereotypes and help forge an inclusive world.
The Purple Corner was created as an appreciation to women’s role in our society
wherein everyone is encouraged to write their thoughts and advocacies on gender equality and
women empowerment as well as their inspirational messages for all the women.

Women and men had participated the activity and wrote encouraging and empowering
message to all the women to fight gender inequality and biases.
The written and posted messages of some men and women of DENR Caraga Region to uplift
gender equality and at the same time to support the celebration of Women’s Month.
Serbisyo Alay kay Juana
During the celebration of International Women’s Day, our office held a “Serbisyo Alay
Kay Juana”. This activity offered a free BP check-up and quick health tips to the male and
female employees and clients of DENR Caraga. This initiative helps make the National
Women’s Month Celebration (NWMC) more known and felt by “every Juana.”

1st Quarter Mindanao Cluster Meeting
On March 29, 2021, Assistant Secretary for Field Operations-Mindanao and Legislative
Affairs, Joan A. Lagunda spearheaded the 1st Quarter Mindanao Cluster Meeting via zoom
videoconference application. This was attended by the Regional Executive Directors of the five
(5) Regions in Mindanao such as Regions 9, 10, 11, 13 and Caraga Region.
DENR Caraga Regional Executive Director, Nonito M. Tamayo attended the said
meeting and presented the accomplishments and the lined-up activities conducted during the
National Women’s Month Celebration for FY 2021 of DENR-Caraga, EMB-13 and MGB-13.

GAD Livelihood Program FGD and Gender Analysis
In terms of GAD Livelihood Program, former PENRO Maritess M. Ocampo of Surigao del
Norte, CENRO Joseph Leo Oconer of Tubod and Regional GFPS Head Secretariat Celeste
N. Paler administered the 24 hour activity profiling to Mainit-Malimono Tree Farmers
Association (MAMATFA), a CBFMA Holder # 72006 in Brgy. Pili, Malimono, Surigao del Norte.
The activity forms part of the Gender Analysis (GA), a proposal requirement of a GAD
livelihood program for the women members of the said CBFMA. The initial plan based on its
CRMF is to have an Eco-tourism project within its CBFM Area overlooking the Surigao strait
sea and Lake Mainit.

Handmade Facemask Making : A livelihood Training
The training was attended by the member of the GFPS members and participants of the
training as per approved special Order 117 series of 2021 dated March 22, 2021. It started by
the usual preliminaries as Fo.r Leonila Rosales , Asst. Chief ED acknowledged the participants

Handmade Facemask Making : A livelihood Training
PENRO-Agusan del Sur Outreach Program
PENRO Agusan del Sur conducted an Outreach Program last March 18, 2021 thru
distribution of 50 food packs, 40 boxes of face masks and 10 gallons of alcohol. The
beneficiaries are the health workers and patients of the Provincial Quarantine Facility in
Bunawan, Agusan del Sur, and the Quarantine Facility and Rural Health Unit of San
Francisco, Agusan del Sur.

GAD Day Care and Learning Center Operationalized
DENR GAD Learning and Drop-In Center has continued the implementation of the
Home-Based Program with the supervision of the City Social Welfare and Development that
followed the guidelines from the Early Childhood Development Council (ECCD). The total
enrollees of the Day Care pupils are twenty nine (29), for Nursery has 13 pupils and the
Kinder has 16 pupils whom enjoyed the services of the learning center for the school year
2020-2021.
DENR GAD LC Parents preparing the supplementary food for their child with
their assigned scheduled and they were required to bring their own food
container. Parents are required to follow the health protocols.

DENR Caraga Lactating/Breastfeeding Room
A lactation room is a private place where employees who are breastfeeding can pump
breast milk in private for her baby. Pursuant to Republic Act No. 10028, “AN ACT
PROVIDING INCENTIVES TO ALL GOVERNMENT AND PRIVATE HEALTH
INSTITUTIONS WITH ROOMING-IN AND BREASTFEEDING PRACTICES AND FOR
OTHER PURPOSES”, Section 11, it is hereby mandated that all health and non-health
facilities, establishments or institutions shall establish lactation stations. The lactation
stations shall be adequately provided with the necessary equipment and facilities, such as:
lavatory for hand-washing, unless there is an easily-accessible lavatory nearby; refrigeration
or appropriate cooling facilities for storing expressed breastmilk; electrical outlets for breast
pumps; a small table; comfortable seats; and other items, the standards of which shall be
defined by the Department of Health. The lactation station shall not be located in the toilet.
Likewise, pursuant to Section 12 of RA 10028, nursing employees shall granted break
intervals in addition to the regular time-off for meals to breastfeed or express milk. These
intervals, which shall include the time it takes an employee to get to and from the workplace
lactation station, shall be counted as compensable hours worked.
