Established in 1965, North East Community Action Corporation (NECAC) provides
services to many needs in the community including, but not limited to community
service, housing development and community health programs.

Through these programs, they also work with intake/assessments/referrals, family
development, foster grandparent program, emergency assistance programs, community
projects, housing rent assistance, supportive housing programs, weatherization,
foreclosure counseling, self-help housing, home rehabilitation, home ownership,

LCCOA has served Lincoln County residents since 1978! The main center is in Troy,
and three satellite sites; Elsberry, Silex & Winfield. The Lincoln County Council on
Aging hosts the LCCOA-Xtravaganza Color 5k on the first Saturday in June every year.
LCCOA also provides weekly & daily activities for all to come, participate, and enjoy.
Weekend trips are also available for very reasonable costs. Our goal is to help you LIVE
YOUR BEST LIFE! LCCOA is a 501(c)3

Five days a week, LCCOA serves meals in a congregate (dining room) setting, as well
as delivers meals to homebound persons who meet home-delivery criteria. LCCOA
currently has nine meal routes, which deliver to ten communities in the county.
Approximately 300 people volunteered over 17,300 hours.

- Those age 60 and over have no charge for eating at our centers for lunch, but a
donation of $3.50 is suggested.
- Those under the age of 60 are welcome to eat at all of our centers, at a cost of $7.00.
- Those 60 and over or handicapped, who live within the city limits of Troy, can receive
transportation to and from the Troy site for a fee of $1.00 each way. Contact Cheryl at
528-7000 for details of utilizing this service. LCCOA is funded by a blend of sources.
Included in these are meal contributions, the United Way, grants,
fundraising events, and other income sources (less than 5%).

The Lincoln County Resource Board (LCRB) works to develop and implement a
comprehensive system of mental health services for Lincoln County children and
youth (ages 0-19) and their families. Through a ¼ cent sales tax, the LCRB funds
community-based mental health and substance abuse specialists, connecting youth
and their families to:
• Counseling • Substance abuse services
• Crisis care • School-based prevention and
• Family support services for infants early intervention programs
• Parenting programs • Therapeutic mentoring
• Psychiatric services

The LCRB’s funding emphasis focuses on prevention and early intervention services
to more rapidly identify and proactively respond to needs resulting in more effective,
less costly care. The volunteer board, appointed by the Lincoln County Commissioners,
allocates more than $1 million in funding to effectively prevent child abuse and neglect,
homelessness, substance abuse and violence.

Community Opportunities assists people with developmental disabilities through a wide
array of services and supports. A nine-member volunteer board, which is appointed
by the County Commission, is responsible for setting policy and approving funding
requests. The agency receives 10 cents per $100 assessed valuation of the county tax
levy to contract for and/or provide services to people with developmental disabilities of
Lincoln County. All of the direct services provided are nationally accredited by CARF
International. The agency has been awarded the highest level of accreditation since its
first application in 1992.

Funding is received through county tax dollars, the State Department of Mental
Health-Medicaid Waiver, the Division of Vocational Rehabilitation and grants have

Finding help used to be a frustrating ordeal – flipping through phone books and calling
multiple numbers; wrong turns; dead ends; wasted time. Now, one phone number, 2-1-1,
can reduce those headaches and get you connected to the resources you need.

Dial 2-1-1 (or 1-800-427-4626) 24 hours a day, seven days a week to get connected to
a trained resource specialist. TTY (1-866-385-6525) and multilingual services are also
available. Calls to United Way 2-1-1 are always free and confidential.

2-1-1 is not for emergency use. You still need to dial 911 in emergency situations that
require an ambulance, fire or police response. What 2-1-1 provides is the same kind of
one-call help for human service needs.

Healthy Communities of Lincoln County

Healthy Communities of Lincoln County is a coalition of people working to make Lincoln
County a healthier environment in which to live. The mission is to improve the health of
all people in the county.
The vision of Healthy Communities is to identify health needs and develop solutions.
Volunteers work through task forces to meet these needs. Current task forces include:
- HealthyU - working to promote healthy lifestyle choices through eduation and
prevention programs.
- Community Safety - handles motor vehicle safety, car seat safety and promoting seat belt
safety for all ages. Annual Safety Fair in May with a broader scope on safety for all ages
including bike helmet safety. Random seat belt checks also held throughout the year.
- Sexual Assault - working to reduce sexual abuse in Lincoln County.
- Transportation - developed/continues to maintain The Linc - Lincoln County’s public
transportation service.
- Mental Health - works toward emotional and mental heatlh issues.
- Emergency Services - Working to promote coordination of county agencies and
volunteer response to emergency events and disasters.

Healthy Communities meets the 3rd Thursday of each month at

The Lincoln County R-III School District operates an Early Childhood center for children
who are at least 3 years of age. There are a variety of full and half-day programs for parents
and the community to take advantage of through the Center. Parents As Teachers, tuition
based full and half-day preschool, early childhood special education and the Missouri
Preschool Project operate together at the Early Childhood Education center at Claude Brown.
All of the programs are taught by a fully certified and accredited staff.

The Lincoln County R3 Education Foundation goals are as follows:
• To provide funding from donors to advance the District’s mission and strategic plan

in support of student achievement.

• To ensure the perpetuity of the Foundation by creating an endowment and observing

prudent fiscal policy.
The Lincoln County R-III Education Foundation, Inc., an independent, non-profit
corporation promoting quality education in the Lincoln County R-III School District
schools was established in 2012. It was organized exclusively for educational
purposes to provide supplemental funds for educational programs, technology, and
activities for the The Lincoln County R-III Education Foundation works to provide the
resources students need now and in the future. Additionally, the Foundation offers the
opportunity to accomplish the following:
• Attract funds from donors who will only donate to a 501(c)(3) organization;
• Raise financial support to supplement, not supplant, existing school revenues;
• Expand community and financial support of education in Lincoln County R-III

Cuivre River State Park

RiverStatePark. Cuivre River is one of Missouri’s largest
and most rustic state parks, encompassing 6,393 acres of
hills, creeks, woods and grasslands. The park is located
in northern Missouri’s Lincoln Hills, which were formed
millions of years ago when great pressures within the
earth caused the bedrock to fold and buckle. In many
ways, the area is very similar to the Ozarks of southern
Missouri because of its geologic history.
Features:
- 55 acre Lake Lincoln
- Over 650 Native Plant Species
- Over 150 Bird Species
- Rare/endangered plants due to the native grasslands
protected in the park.
- Features two of only 11 State Park wilderness areas in
Missouri where the solitude of large roadless areas are
specifically protected.
- 100 Tent/Trailer Campsites: 33 Water/Sewer/Electric, 20
with electric/centrally located water, 47 basic sites with
centrally located water.
- All campsites available for a continuous stay up to 15 days.
- 2 platform tents available that accommodate 4-6 people each
- Group camp facilities for Youth Groups/Not-for-Profits.
Reservations made through the Park Manager. Group
facilities include Cabins, Showers, Dining Facilities,
Outdoor Recreation areas.
- Backpack Camping only allowed in designated backpack
camping sites. All backpackers must register at the visitor
center before starting their trip. When the visitor center is
closed, please fill out the trail registration card and drop it
in the drop box located on the front of the visitor center.
The park has 42 miles of trails, which is the second
largest trail system of the 87 state parks and historic
sites. Just over 18 miles of the park’s trails are open to
horseback riding and 10 miles of trails are designated for
mountain bikes. Cuivre River is one of four state parks
that provide overnight camping for horseback riders.
Horses are allowed only on designated trails, so please
check a map before riding.
Cuivre River State Park offers canoe, kayak, stand-up
paddleboard and bicycle rentals! Available to rent at the
Campground check station.
Canoe, Kayak, Bicycle and SUP Rentals:
$5 per hour with a 2 hour minimum ($10)
$20 per day (8 am to sunset)
Must be 18 years old to rent and have a valid driver’s
license. Helmets are provided and must be worn for each
bicycle rental. Bicycles are to be used in the campground
only (2.5 miles of roadway). Watercraft are for use on
Lake Lincoln only.

Fairgrounds Park
Located at South Lincoln Drive and
Monroe/Fair Streets, Troy. Fairgrounds
Park is full of amenities. This park includes
a stocked fishing pond for person under 16
years of age or over 62 years. Limit of four
fish per day. Three covered shelters. The
larger shelter contains kitchen facilities.
Community sponsored baseball, softball
and soccer leagues use the facilities and the
concession stands. Other amenities include
playgrounds, barbecue pits, ball fields with lighting for evening events, soccer fields, a
skate park, bandstand, lit basketball courts and more. Call City Hall at 636-528-4712 for

Woods Fort

Woods Fort is Troy’s most historical park area located at the corner of Main and Boone
Streets. The land was given to the city in 1819 by the founding fathers, Deacon Cottle
and Zadock Woods. A natural spring ran
on this lot and provided the area water until
blasting stopped the flow of water during the
construction of Highway 47. On the lot now
stands two log cabins and a memorial marker
describing the historical background of the lot.

Greater Troy Area Ministerial Alliance

The Greater Troy Ministerial Alliance is an organization of Christian spiritual leaders
from various area congregations who work to help meet some of the challenges in this
rapidly growing area.
The Alliance depends on contributions from individuals, churches, area clubs and
businesses. The Alliance receives referrals from the Divison of Family Services and
NECAC and works very closely with the Lincoln County Sheriff’s Department and the
Troy Police Department.
The Bread for Life Food Pantry is provided
and maintained by the Alliance. Located at 820
Cap-au-Gris in Troy, the Pantry is open to assist
those needing help every Wednesday. Hours are
10 a.m. until 1 p.m. except the last Wednesday of
each month when hours are 4 p.m. until 6:30 pm.

made. The Salvation Army and Benevolence
