Violators may be subject to fines of $108 for the first offense and up to $380 for an additional offense.The City of Commerce Department of Parks and Recreation maintains seven recreation facilities and an aquatic complex. Dogs or other animals that exhibit characteristics of aggressive or unpredictable temperament or behavior in the presence of human beings, other dogs or other animals, as determined by the department director or City park staff, will not be permitted at City parks and the owner/caretaker will be asked to remove such animals. The failure of the owner/caretaker to comply with such removal request shall constitute a violation of this chapter. MEETING ROOMS AND PICNIC SHELTERSPark meeting rooms and picnic shelters are available for rental atthe Parks and Recreation administrative office in City Hall.Meeting rooms and picnic shelters can be reserved on the weekends for family social activities such as birthdays, weddings, anniversaries, showers, etc. at no charge. Individualsmay not use the rooms or shelters for company picnics, schoolevents, organized religious events, or for business purposes. *2 meeting rooms per year/per resident limit. Picnic shelters are open to the public on a first come first servedbasis if no reservation has been previously made. Call the Parksand Recreation adminstration office at (323) 887-4434 for availability.Businesses and organizations located within the City of Commerce may rent the meeting rooms or shelters during theweekdays for business purposes only. Fees for Commerce businesses and organizations are $100 for meeting roomsand $35 for shelters. Meeting rooms are available to rent by Commerce residentswith a current Resident Activity Card at Bandini Park, BristowPark, and Rosewood Park.Current Resident Activity Cards are required to rent picnicshelters at Rosewood Park. Residents and non-residentsmay reserve picnic shelters at Bandini Park and BristowPark. A $50 cash or check refundable deposit is required at thetime a Facility Request is submitted and will be returned ifthere are no violations of facility use rules and regulations.Please allow a minimum of one week for processing of approval. All facility requests are subject to approval. Mustbe over 18 years of age to submit a Facility Request. Meeting rooms and picnic shelters are not available forrental by outside groups or businesses.


Residents may obtain a Resident Activity Card at the Brenda Villa Aquatic Center during the following hours: Monday - Friday from 6:00 a.m. – 7:30 p.m.Non-Resident Grandchildren of Commerce ResidentsGrandparents applying for this card must have a current cardand bring in reasonable proof of parentage to obtain thiscard. Grandchildren must be 18 years of age or younger toobtain a card. Residency expires on their 19th birthday. Theoriginal birth certificate must be shown for proof of age. Industrial Activity Card An individual that works for a business or organization located within the City of Commerce is eligible to obtain anIndustrial Resident Activity Card. A $300 facility fee is appliedto industrial residents. This card is valid for one year. The industrial cardholder is entitled to use the physical fitness facilities at the Brenda Villa Aquatic Center. Cardholders arealso able to participate in adult classes. Annual fee subject tochange. 9.04.105 Resident Card Penalties: Municipal Ordinance 9.04.105 prohibits the use of a Resident Activity Card by individuals not authorized by residency to do so. Unauthorized use will result in the individual being charged with an infraction punishable by law. At a meeting on January 4, 2011, the City Council approved amendments to Chapter 9.06.025 of the Municipal Code to include penalties for individuals who fraudulently obtain resident cards, as well as penalties for residents who assist others to fraudulently obtain resident cards. Penalties include the revocation of activity cards for one year and repayment of City services obtained using fraudulent cards.Residents who reside full time in residential dwellings located inthe City of Commerce are eligible to obtain a Resident ActivityCard. Hotel/motels are not included. Minors or adult children attending college outside of the area are also eligible for residentcards.New and renewal cards: $7.00 Lost cards or replacements: $5.00 Resident Activity Card holders have complimentary access to theFitness Center, water aerobics, lap swim and all fitness classes. RequirementsAdults 18 years and older• Valid California Driver License/ID with their current Commerce address. A US passport or Consulate Identification may be used to verify one’s identity.• A current utility bill (electronic bills with a PDF copy of the statement are acceptable). • If a resident does not have a utility bill in his/her name, three (3) forms of monthly billings with a corresponding Commerce address may be used and the California Driver’s License/ID must have the current Commerce address.* Acceptable monthly bills include: Wireless, Internet provider, pay check stub, credit card bill, Medi-Cal, Social Security, TANF, Child Support documentation, delinquent collection notices, car insurance, college registration, student loan statement, automobile payment, vehicle registration documentation. ChildrenA Resident Activity Card will be issued to children with an originalbirth certificate when the parent has met the Resident ActivityRequirements for an adult.Family Members Ages 18 – 27 living with parents• Valid California Driver’s License/ID and one of the following: current bank statement, current credit card statement, school registration in your own name with a Commerce address, or a current pay check stub with a Commerce address on it. You must come in with your parent and/or bring in parent's current utility bill and parent's California Driver’s License/ID.Senior Citizens • Valid California Driver’s License/ID and a current utility bill. A permanent Resident Activity Card will be issued to seniors 70 years and older. The permanent resident activity card must be renewed every 5 years, free of charge.
