Plans to let learner drivers have motorway driving lessons revealed
Learnerdriverswillbeable to take driving lessons on motorways before passing their driving test under new plans set outtoday(30December2016) by Transport Minister Andrew Jones.
Atthemoment,youcan
only have driving lessons on motorways after you’ve passed your driving test. Some newly- quali ed drivers take lessons through the voluntary Pass Plus scheme.
Voluntary motorway lessons with a quali ed instructor
Under the new plans, learner drivers would need to be:
• accompaniedbyan
approved driving instructor • drivingacar ttedwithdual
controls
Any motorways lessons would be voluntary. It would be up to the driving instructor to decide when the learner driver is competent enough to have a motorway lesson.
Any change to the law would bewell-publicisedbefore coming into effect. Until then, it’s still illegal for a learner driver
todriveonamotorway.
Driving instructor training and vehicles
TheDepartmentfor Transport is also asking for viewsonwhether:
• thecurrentdrivinginstructor
training and testing system gives instructors the skills they need to provide motorway lessons to learner drivers
• specially-adaptedvehicles must be tted with dual controls if they’re used for motorway lessons
• L plate roofboxes on cars must be removed before a motorway lesson
Better prepared for a lifetime of safe driving
Allowing learner drivers to have lessons on motorways will help to make sure more drivers know how to use motorways safely.
The changes will allow learner drivers to:
• getbroaderdriving
experience before taking their driving test
• gettrainingonhowtojoin and leave the motorway, overtake and use lanes correctly
• practicedrivingathigher speeds
• puttheirtheoretical knowledgeintopractice
Right skills and understanding
The proposed changes will help to contribute towards the government’scommitmentto reduce the number of people killed and seriously injured on our roads, and ensure safer journeys.
Transport Minister, Andrew Jones, said: “We have some of the safest roads in the world and we want to make them even safer.
These changes will equip learners with a wider range of experience and greater skill set which will improve safety levels on our roads.”
RAC Foundation Director, Steve Gooding, said: “The casualtystatisticstellusthat motorways are our safest roads, but they can feel anything but safe to a newly quali ed driver heading down the slip road for the rst time to join a fast moving, often heavy, ow of traf c.
Many are so intimidated by the motorway environment that they choose instead to use statistically more dangerous roads, so we welcome this move which will help new drivers get the training they need to use motorways safely.”

New vehicle tax rates
The way vehicle tax is calculated will change for cars and some motor homes that are rst registered with DVLA from 1 April 2017.
Here is what you need to know if you’re thinking about buying a new vehicle.
You’re not affected if your vehicle was registered before 1 April 2017 - check your vehicle tax rate at www.gov. uk/vehicle-tax-rate-tables/ vehicles-registered-on-or- after-1-april-2017 to nd out how much you’ll need to pay.
The new rates
The amount you pay the rst time you tax your vehicle is based on CO2 emissions. Check the vehicle tax rate tables to nd out how much you need to pay.
The amount you pay the second time you tax the vehicle depends on the type of vehicle. You’ll pay:
• £140 a year for normal petrol
or diesel vehicles
• £130 a year for alternative fuel vehicles (hybrids, bi- ethanol and LPG)
• £0 a year for vehicles with zero CO2 emissions
New vehicles that cost more than £40,000
If you buy a vehicle with a list price (the published price before any discounts) of more than £40,000, you’ll pay a rate based on CO2 emissions the
rst time it’s taxed.
When you tax it for the
second time you’ll pay one of the new rates (depending on the vehicle) and an additional rate of £310 a year for the next 5 years.
After 5 years, your vehicle will then be taxed at one of the new rates again.
Check the list price with your dealer so you know how much vehicle tax you’ll have to pay.

Celerio – ‘Best Buy’ City Car at What Car? Awards
First launched in the UK two years ago, the Suzuki Celerio has been awarded a ‘Best Buy’ accolade at the 2017 What Car? Awards held in London. At £6,999, the SZ2 model was comprehensively judged by the editorial team and announced as the best overall model in
its price bracket of less than £8,000.
Readers of What Car? regularly ask the team to assist with advice on their next new car and in the case of needing something small, cheap to buy and run and also easy to drive, Celerio is very high on the list.
Commenting at the awards, Steve Huntingford, Editor of What Car? said “Nothing else

FBTC Accountancy Services: Annual UK Driving Instructor Review 2017
..Introduction and Commentary
At FBTC we’ve been providing Accountancy Services to UK Driving Instructors for over 20
years and in that time we’ve witnessed an enormous amount of change within the industry. FBTC saw a need
to provide independent and authoritative analysis and comment on the health of the UK Driver Training sector and last year launched the Annual UK Driving Instructor Review.
As the UK’s leading provider of Accountancy Services to the UK Driver Training Industry, FBTC is
in a unique position to be able to provide such insight. FBTC client con dentiality
is paramount, we therefore gathered information by surveying a random sample of Independent and Franchised Instructors from all corners
of the UK and the information gathered from participants will only ever be used on an aggregated basis.
This year’s study provides a fascinating insight into Driving Instructor’s workload, earnings and level of job satisfaction and the year on year comparisons shed light on a dynamic and evolving marketplace.
Busy...too busy?
We are pleased to report that Instructors are still currently averaging 29.4 hours of paid-for tuition
on a weekly basis, with those operating within a Franchise typically working an additional 2 hours per week compared to their Independent counterparts.
We note that this gure excludes travel time and expect that Instructors will
be spending a minimum of at least ve and a half additional hours per week travelling
to collect students. Of real concern is the small minority of Instructors who report an average of 50 or more paid-
for hours each week. This surely impacts upon lesson quality and we’d question whether such Instructors are able to deliver great value- for-money for each of their students. Furthermore, by applying the same formula for travel time, these Instructors are driving or teaching for nearly 60 hours per week, which would be deemed illegal, unsafe or unsound
in some other commercial sectors.
“Because we’re worth it”
The national average hourly rate (after deducting the cost of lesson offers and discounts) is £24.85 and we are delighted to report that this represents an £1.83
per hour increase over last year and an annual growth rate of 7.9% which shows that shrewd Instructors are pitching their prices to exploit the relatively high levels of student demand.
Female Instructors have done especially well and are reporting a 10.9% average hourly rate price increase over this time last year.
Working smarter and sometimes harder
Female Instructors, having increased both their number of hours worked and their hourly rate, are the big winners, reporting a year on year average gross income rise of £123.10 per week. This takes the reported average weekly gross income to £754.53 which is £35 more than male Instructors on
a similar number of hours worked.
Franchised Instructors have reduced their average working week from 32.4 hours to 30 but have maintained
a similar level of income by increasing their hourly rate prices. Franchised Instructors report an incremental £1.51 per hour compared to their independent counterparts.

Reasons to be cheerful.
1. 15% of Instructors are now achieving a gross income of £1000 or more per week. But we note that working long hours is the main contributory factor and our advice is to work smarter and not harder.
2. Fuel prices are still lower than last year which improves Instructors’ net earnings
3. 93% of Driving Instructors are “satis ed” with their job. Furthermore, 39% report a “very high level
of satisfaction”. These are extremely healthy gures and especially pleasing as academic studies correlate job satisfaction with customer satisfaction. With this in mind it is likely that most Driving Instructors surveyed will be providing a very positive learning experience for customers.
4. The majority of the UK’s
Driving Instructors see their earnings increasing over the next 12 months. We suspect that Instructors
in most areas of the UK
are currently experiencing high levels of student demand and are gearing up to raise their hourly rates
to capitalise upon this buoyant market.
We hope that this insight
is of interest to the various stakeholders within the UK Driver Training sector and we look forward to further debate on the topics raised.

Methodology
In November 2016 a questionnaire was emailed to over 20,000 Driving Instructors who operate throughout the UK.
Within this group, existing FBTC Members were also
asked to complete the survey. The survey was conducted
on an anonymous basis and the results will only be used on an aggregated basis.
Be aware that questionnaire completion was skewed towards Male, Franchised and Southern Instructors.

Gross Weekly Income
UK Driving Instructors are earning an average of £730.59 per week which represents an increase of £44.59 per week and 6.5% more than previous year. This is a gross gure achieved by multiplying hours worked and hourly rate.
Female Instructors have reported a startling year on year weekly gross income increase of 19.5% which
has been achieved through
a combination of both a signi cantly increased hourly rate and also an increase in the number of hours worked.
The 6.9% year on year hourly rate increase reported by Franchised Instructors is offset by a reduction in hours worked which manifests in a marginal year on year reduction in gross weekly income. But it is worth noting that Franchised Instructors still report an £90.69 per week higher average gross weekly income than their Independent counterparts.

Key Findings Hours Worked
UK Driving Instructors are working 29.4 hours per week which is in line with last year’s ndings (29.8). This gure includes “all paid-for driver tuition” such as eet and Instructor training.
Female Instructors are working, on average, 2.1 hours per week more and Franchised Instructors are working 2.4 hour less than last year.

Created by Kia’s design centres in Namyang, Korea

Vauxhall celebrates sales hat-trick with award-winning Astra
Rounding off last year in style, Vauxhall’s multi award-winning Astra has celebrated a sales hat- trick by being number one in its segment in each of the last three months of 2016.
According to gures released by the Society of Motor Manufacturers and Traders, the Astra cruised to victory with 15,948 sold in the fourth quarter and a total of 32,313 sold between July and December 2016, making it the best-selling car in its segment in the second half of the year, too.
This sales momentum capped a superb year for Vauxhall’s family hatchback, having built up an impressive list of accolades including 2016 European Car of Year, a game- changer award from Autocar and category wins at the Auto Express, What Car? and Fleet News awards.
In Scotland, Vauxhall was the largest selling manufacturer, according to gures released by the Scottish Motor Trade Association. Vauxhall has been
number one in the region for the last nine years.
With over 10,000 sold last year, the Corsa was Scotland’s best-selling car. The top-selling Corsa has been Scotland’s best-selling car for seven out of the last eight years. Two other Vauxhall models featured in Scotland’s top ten best-sellers, including the Astra in fth place with 5,260 sold and the Mokka in tenth place with 3,843 sold.
And if that wasn’t enough, Vauxhall is the number one supplier to Police eets with
a 70 per cent market share
of competitive segments. A position it hopes to strengthen after opening the largest Police car factory in Europe at its manufacturing plant in Luton, Bedfordshire last year.

Dacia Sandero retains crown at What Car? Awards fth consecutive year
The Dacia Sandero has been awarded ‘Best Small Car for less than £12,000’ for the fth consecutive year by What Car? at an awards ceremony in London this evening.
The Sandero rst picked up the award in 2013, following Dacia’s entrance into the
UK car market, and again
in 2014, 2015 and 2016. Having undergone a series of recent updates for the 2017 Model Year, the supermini has taken the honours once more, underlining its ability to provide a class leading mix of practicality, comfort and low running costs. Its shockingly affordable £5,995 price tag
is just half the amount of the category it competes in.
Commenting on the decision to give the award
to the Sandero for the fth time, Steve Huntingford, Editor, What Car?, said: “You won’t nd this much space
for so little in any other new car. A recent facelift brought an updated, higher quality interior. The Sandero also
feels better to drive: the handling is tidy enough and the ride is surprisingly comfy for such a cheap car. You can buy a Sandero for less than £6,000, but we recommend spending a little more to get mid-range Ambiance trim. This adds niceties such as air- conditioning, central locking, electric front windows, a DAB radio and Bluetooth. Residual values and pricing announced for all-new Honda Civic
Honda UK has announced both residual values and a full pricing list for the 10th generation Civic, which is set to hit dealer forecourts in late March.
Starting from £18,235 on the road for the entry level S grade 129PS VTEC TURBO in manual, the range tops out at £27,480 on the road for the 182PS VTEC TURBO Prestige with a CVT transmission. Metallic paint is an option and adds £525 to the price.
With the arrival of the
new 10th generation Civic
and in line with the current trend towards smaller, more ef cient powertrains, Honda has launched two new petrol engines; a 1.0 litre three cylinder which produces 129PS and a more powerful 1.5 litre four cylinder which delivers
182PS.
And as well as pricing,
Honda has also released residual values for the new Civic ahead of its UK launch. The hotly anticipated Civic has received a further boost with residual values predicted to be among the best in its class.
Industry experts and residual value setters CAP forecast the British-built 10th generation Civic will hold up to 37% of
