QUALITY CONTROL PROGRAM

Quality starts at project kick-off. We begin our client engagement at the quality principles on which the company was founded.

the project budget. We review project details to clarify major scope
issues and identify key issues. We also start the discussion about
design; with focused talk on concepts of form, scale, texture,

and environmental strategies that could inform the design process
and concept development. This meeting establishes a common
project framework which will be used to evaluate future decisions.
It is about engagement; our staff with your staff. It is about creating
relationships; building credibility, respect, and trust among the team.
By collaboratively defining and documenting the client’s needs, vision,
goals and expectations; the team ultimately provides better ideas and
collectively creates the criteria to measure project success. The HED
summarizes results of this discussion into a basis of design document.
This is a living document that gets updated throughout the design
process. It only exists to clearly document and communicate the scope
and goals of the project. It becomes the measuring stick for success.

Quality documents don’t just happen by accident. It takes a well-
honed repeatable process that has proven to deliver results. It takes
adhering to a carefully planned series of documentation standards,
document reviews and checking points during the technical design and
documentation of your project. Every HED project rigorously follows
a careful series of pre-planned and scheduled document reviews
by member staff and area discipline leaders. Our goal is delivery of
quality documents every time; no exceptions. As we strive to deliver
creative design solutions, our quality management process is there to
further increase the value of our service to our clients. HED maintains
quality management, technical training programs, and professional
development classes to increase staff knowledge and reinforce the

CALIFORNIA AIR RESOURCE BOARD

The California Department of General Services (DGS) selected HED
to serve as the Master Architect for the new California Air Resources
Board (CARB) Vehicle Emissions Testing Center campus. The campus is
part of the California Environmental Protection Agency.

Since 1979, our dedicated team of architects and engineers worked
on numerous projects solving complex issues at the National Fuel
and Vehicle Emissions Laboratory (NFVEL) in Ann Arbor, MI, similar to
those facing the California EPA today. When the California EPA asked
who NFVEL used for all their emission testing facilities, no hesitation
occured when they confidently said HED. This relationship with the EPA
District 5 played a large role in receiving the contract.

The 300,000 gsf campus will include spaces program areas:

• Light duty and heavy duty emission testing
• Portable emissions measurement systems
• Chemistry laboratories
• Offices and shared operations
• Administrative services
• A parking structure and surface parking

Located on a 14-acre site in Southern California, the campus will be a
world authority on vehicle emission testing and research.

The campus will house dynamometers, dilution air filtration and
conditioning systems, humidifiers, clean rooms, sealed housing
evaporative determination (SHED) and environmental chambers, fume
hoods, compressed gas systems, flammable storage, liquid nitrogen
systems, gas distribution systems and labs.

The campus is targeted as a Zero Net Energy (ZNE) and a LEED
Platinum campus.

GOODYEAR TIRE + RUBBER COMPANY

HED teamed with Walbridge and Gala & Associates on this complex
1,104,800,000 GSF, fast-tracked manufacturing facility project for
Goodyear. The new facility is located in San Luis Potosi, Mexico.
The original design schedule was to take place in five month, however
due to owner initiated changes in scope, the desing was completed in
six months. HED staff worked long hours and weekends to ensure we
met the clients schedule and expectations.
Ground breaking occured after one month of design was complete in
order to meet the fast-track schedule.
The facility is schedule to open in the fall of 2016. Total poject life of 20
months.

UNIVERSITY OF SOUTHERN CALI

Master planned for three phases of development, this 30-acre site parametric building systems and information capable of supporting

campus standards for collegiate gothic architecture. When addressing
the USC Faculty, University President, C. L. “Max” Nikias’ stated
his vision for the project, “The USC Village will be an architectural
masterpiece. It will look like a medieval Tuscan village redefined for the
21st century.”

The completed project is expected to be constructed over a period
of twenty years and will include up to 2,135,000 sf of new student
housing and an additional 1,170,000 sf of campus amenities, retail and
academic spaces. The initial phase of construction will consist of six
of the nine buildings planned for the fourteen-acre Phase One parcel
which is bounded by McClintock Avenue, Jefferson Boulevard and
Hoover Street. These six new buildings will house over 2,000 students
and provide 140,000 sf of retail and amenity uses all clustered around
“The Village Square”. Amenities in this phase will include a 25,000sf
fitness center, a 15,000 sf food court and a 37,000 sf full-service
grocery store along with a variety of retail and dining options. This initial
phase will be ready for occupancy in September of 2017.

Mixed-use, multi-building campuses pose a number of unique
challenges that require thorough planning and documentation of
workflows; ensuring that all parties remain on schedule and meet the
goals of the project and team. Additionally, with a client interested
in managing and leveraging BIM deliverables and lifecycle models, it
was critical to develop a Joint BIM Execution plan, encompassing all
deliverables and phases of the project. Working closely as an IPD team,
the construction and design team members created and managed
the Building Information Models for long term use; including flexible
