It gives us great pleasure to submit this proposal to provide Executive Architectural services for the JST Detroit Engineering Center. We believe HED
provides the best possible blend of experience for this project – local knowledge, numerous collaborations as Executive Architect, worldwide project
experience, and a strong international reputation for both design and technical delivery.

There are many aspects of this project that have captured our imagination including the quality of thought and design, sensitive integration of the
campus into the natural environment, with unique and organic forms, and strong expression of the wood structure. We understand that this project
invariably has a widely varying range client requirements – some highly technical, some more aesthetically driven.

We would value the opportunity to collaborate with Arup on this project. HED brings the best combination of technical know-how, demonstrated
experience, responsiveness, and problem-solving expertise. These skills are fundamental to delivering quality projects and to build client

MINORITY PARTICIPATION

HED recognizes the importance of promoting economic growth
among Small Business Enterprises (SBEs) and strives to involve these
businesses to collaborate on project opportunities. If selected, HED will
demonstrate that it has made a good faith effort and/or that a SBE will
perform a percentage of the work awarded under the contract and in
compliance with General Motors’ utilization goal for each project under
the Blanket Contract.

Generally, our sub-consultants are specifically chosen because we
are not only confident in their design and technical expertise, but
because they have proven to be effective partners who share our
commitment to client service, and have exhibited this during our prior
project teaming. We recommend sub-consultants that have proven
to be very budget conscious with their design efforts, ability to be
flexible in the project delivery approach with a solid track record of
meeting accelerated work schedules, and committed to principal-level
involvement during all phases of the project

At this time, HED performs Good Faith Effort activities to solicit and
encourage the involvement of not only Small Business Enterprises but
Minority-owned Business Enterprises (MBE), Women-owned Business
Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and
Disabled Veteran Business Enterprises (DVBE).

To that end, HED has identified Gala & Associates as a consultant that
meets the requirements set forth by General Motors and adheres to
