The City of Taylor is one of 18 surburban cities and townships
in Wayne County, Michigan known as the Downriver Area. The
name describes locations on the western shore of the Detroit
River as it flows south to Lake Erie.

Taylor has the largest population Downriver and includes the
Wayne County Community College Downriver Campus,
Southland Mall, the Taylor Sportsplex, Beaumont Hospital,
Taylor Meadows and Lakes of Taylor golf courses, the Wallside
Windows factory, Heritage Park site of the annual Junior League
World Series and the Heritage Park Petting Farm.

We like to say "all roads lead to Taylor" since we are intersected
by the I-94 and I-75 freeways, home to six miles of Telegraph
Road (US-24) and just blocks away from the Southfield Freeway
(M-39).

City Council Chambers This auditorium-style room is where the legislative

branch of city government holds their bi-monthly meetings. The Taylor City Council

The Court has jurisdiction over criminal misdemeanors, civil cases of $25,000 or 9

less, parking violations, traffic violations, ordinance violations, civil infractions,

Veterans Museum Veterans Museum

A place to honor those who served

On May 5, 2009, the Taylor City Council created a
Museum Commission to govern the newly created
Veterans Museum at Taylor City Hall. The project was a
volunteer effort that proved so successful; the museum is

now a highlight of any visit to City Hall.

Display cases like those above line the walls of the Taylor Veterans Museum in City
Hall. Each case tells the story of a veteran’s time in military service.
The museum is open from 10 a.m. - 4 p.m.
Mondays, Wednesdays and Fridays.

When you change your address via voter registration at the Taylor City

Clerk’s office, you do not have to go to the Secretary of State. Once
we input the address update it will be sent to the SOS. Residents will
get the sticker for the back of their drivers license through the mail

The Department of Public Works is responsible for city street sweeping, patch
and repair work, snowplowing and salting, tree trimming and removal and storm
drain maintenance. The department also coordinates trash and recycling pickup
through a third party contractor. The Water and Sewer Department and the Taylor

The Taylor Compost Site and Transfer Station provides a very unique and 13
green solution to disposing of lawn clippings and unwanted plant material - we turn it
into rich garden mulch that is free to Taylor residents. The transfer station takes large
items that cannot be picked up on the regular trash route. Residents are allowed drop
off 1,00 pounds per year without cost. Learn more on the city website under DPW.

• Each house receives a numbered trash
and recycling cart that are matched to
the address.

• Place carts three feet apart from each
other. The arm on the automated truck
needs this space for grabbing the cart.

• Trash carts have a black lid, recycling
carts have a green lid.

SIGN UP FOR RECYCLING REWARDS

Sign up for the GFL Rewards program
and receive benefits for your recycling
efforts. The program offers a wide variety
of gift cards and grocery coupon give-

COMPOST PICK UP

• Begins first week of March, ends the last week of November.
• Place compost in a clearly marked 32-gallon container or compost bags.
• Limbs must be cut, bundled and tied in no larger than 4-foot

lengths and weigh no more than 50 pounds per bundle.

STREET SWEEPING
• The DPW sweeps all concrete streets several times annually.
• Street sweeping is performed the same day as trash pick up.
• Asphalt roads are swept once a year in the spring.
• Keep all vehicles off the street for trash removal and street sweeping.
• Do not place trash receptacles in the road.
• It is against city ordinance to sweep yard debris into roadways.

TREE TRIM AND REMOVAL

• DPW maintains trees between the side-walk and curb.
• We only remove dead, diseased, storm damaged or dying trees.

DTE STREETLIGHT OUTAGES

• Please contact the Customer Assistance Center with the exact
address for the DTE crews.

• You can report outages directly to DTE via its website at

The Taylor Water and Sewer Department is responsible for operating Department of Public Works
and maintaining 308 miles of water main and over 248 miles of sanitary
sewer mains.

Billing Information:
The Water Department offers information regarding
safe water issues to residents, and handles all meter
reading within the city. Our Automated Meter
Reading System enables us to read water meters
without having to enter your home or your
business. It also helps to reduce and/or eliminate
the need for all estimated bills.

Should you receive an estimated bill (indicated by an "E" on your water
bill), please call the Customer Assistance Center to schedule an appoint-
ment so that any mechanical problem (such as a dead battery or loose wire)
can be corrected.

Please contact us at (734) 287-6550 for questions or information on the status of your
water account, scheduling of appointments, setting up final water reads, customer
service calls, water taps, restoration concerns, water main breaks and general water
questions.

Golf, Parks and Recreation Heritage Park is the jewel of the city’s park system. At 121.85 acres,

it features a village of historic structures which were moved to the park
from their original locations in the city. The village surrounds a man made
lake (Coan Lake) named for a founding family in Taylor. At the entrance
to the park is the Sheridan Center Open Air Pavilion where the popular
Farmers Market is held every summer. Adjacent to the park is the Heritage
Park Petting Farm.

The Taylor Conservatory and Botanical Gardens features a replica of
the Anna Scripps Whitcomb Conservatory which was donated to the city
from DTE after it’s exhibition. The development includes annual and
perennial flowerbeds in and around the entire structure. Other features
include walking paths, benches and a terrace area for gatherings. The
conservatory and gardens are managed by the Taylor Conservatory
Foundation which is a non-profit 501(c) (3).

The Conservatory hosts outdoor, public events through-
out the year. Yoga in the Garden, Music in the Garden, a
Christmas tree lighting and a holiday concert, are a few
of the popular reasons to gather at the gardens.

Community Development Block Grant
HOME REHABILITATION LOAN PROGRAM

This program is designed to provide emergency repairs to homes
owned by lower-to-moderate residents to bring the home to minimum
code standards, correct barriers to mobility and health, and to address
safety hazards and energy improvements. The most common repairs
include roofs, electrical, plumbing, and furnaces. Other repairs are al-
lowed under the program, but remodeling or substantial reconstruction
are not covered.

Community Development Block Grant
FOOD ASSISTANCE PROGRAM

The Community Development Department assists with providing
boxed food for Taylor residents twice monthly. The food purchased
through the Gleaners Community Food Bank with U.S. Department of
HUD CDBG program funds. Food is distributed at the Taylor Human
Services Center, 26650 Eureka Road, Suite D-1. Proof of residency is
required. For information on food distribution, Call (734) 374-5887

This section is intended as an informational guide to the property
maintenance Codes and Ordinances adopted by the City of Taylor, Michigan.

Our Ordinance officers conduct periodic
inspections to ensure the quality of life
in Taylor neighborhoods.

In 1991, the City of Taylor received its first Tree
City USA award from the Arbor Day Foundation in
partnership with the U.S. Forest service. Taylor has
maintained its award status every year since.
Trees provide beauty and noise abatement, they also
purify the air, and add to the property value of our
businesses and homes. The policies and ordinances
enacted by city leaders will preserve and protect

► Keep city streets clear for emergency vehicles during a declared emergency. Development Services

►Don’t park on your street between 7 a.m. and 5 p.m. on your trash day.

► Parking in any of the following places is prohibited:

• On a sidewalk
• In front of a public or private driveway
• Within 15 feet of a fire hydrant
• On a crosswalk
• Within 20 feet of a crosswalk
• At a place where an official sign prohibits stopping or parking
• In a parking space which is clearly marked for use by disabled persons
• In violation of an official sign restricting the period of time for parking
• In a place or in a manner that blocks access to a fire lane
• On any surface that is not designated for parking such as grass

RENTAL DWELLINGS AND RENTAL UNITS

Sec. 8-102. - Registration required. The owners of any rental dwelling as
herein defined shall register each such rental dwelling with the city and shall
designate a person, as defined in section 8-105 as the responsible local agent
who shall be legally responsible for operating the registered rental dwelling.

Sec. 8-107. - Certificate of compliance required.
No person shall lease, rent or cause a rental unit to be occupied unless there
is a valid certificate of compliance issued by the building department in the
name of the owner or responsible local agent.

No person shall maintain or permit to be maintained any of these causes of blight
or blighting factors upon any property in the city owned, leased, rented or occupied
by such person.

In any area zoned residential, the following are prohibited:

• Allowing grass or weeds to grow to a height of eight inches or more.
• Storage of junk automobiles, except in an enclosed building.
• The existence of any structure or part of a structure which because of

fire, wind or other nature disaster, or physical deterioration is no longer
habitable, as a dwelling, nor useful for any other purpose.
• The storage or accumulation of junk, trash, rubbish or refuse of any
kind, except domestic refuse stored in such a manner as not to create a
nuisance for a period not to exceed 30 days.
• The storage upon any property of building materials unless there is in
force a valid building permit issued by the city for construction upon the
property and the materials are intended for use in connection with such
construction.

FIREWORKS

Consumer fireworks may be discharged only on the day before, the day of, and
the day after, a national holiday, but only between the hours of 8:00 a.m. and
12:00 midnight, except on New Years' Day, when consumer fireworks may also
be discharged between the hours of 12:00 midnight and 1:00 a.m.

TRASH CAN PLACEMENT

No person occupying or in possession of any premises where solid waste is sched-
uled to be picked up shall place any container containing solid waste at the place
of pickup before 6:00 p.m. of the day preceding the scheduled collection of the
solid waste. No person shall leave any such container at the place of collection
after 8:00 p.m. of the day of actual collection. Cans should be placed out of sight
from the street unless on a trash pick up day.

SNOW AND ICE REMOVAL

Sec. 48-123.
All snow and ice which has accumulated prior to 6:00 a.m.
on a public sidewalk adjacent to property not zoned residentially
shall be removed by the owner
or occupant by noon.

ANIMALS

♦ No wild or exotic animals, fowl, farm animals or livestock are
permitted in a kennel, household or otherwise.

♦ Domestic animals, dogs, cats, and non-breeding rabbits, are limited
to a total of three animals age four months or older per household.

♦ It shall be unlawful for any person within the city to own, possess or
harbor a dog or cat six months of age or over for a period of five days or
more without first having obtained a license therefore.

♦ No person within the city shall treat any animal in a cruel or inhumane
manner. No person shall willfully or negligently cause or permit such
animal to suffer torture or unnecessary pain.

What to do if you receive a ticket for an Ordinance violation: Development Services

Follow the instructions on the reverse of the ticket to either admit
fault and pay the fine or request a court date to have a hearing on
your case. Sometimes there are circumstances that the court will
take into consideration, however ignorance to the ordinance is not
one of them.

CITY TAXES

Summer Taxes are billed on July 1 and
Winter Taxes are billed on December 1.

The Treasurer’s office accepts payments 9 a.m. to 4:30 p.m., Monday
through Friday except holidays. There is also a 24-hour secure drop box
outside. You may also mail in your payment or use the online payment
feature at the following link:

Property owners are entitled to appeal their assessments at the
annual March Board of Review after receiving their assessment notices in
late February. Call the City Assessor’s Office at 734-374-1315 regarding any
questions as to the assessment of your property.

Begin your home inspection outside. Walk around the perimeter of
the building and take notes of what you observe.

Be sure to check for the following maintenance items:

• Address: Can it be easily read from the street?
• Walls: Are they watertight and intact?
• Windows: Are they operable, unbroken, watertight and screened?
• Doors: Are they watertight, and hinges and latches operable?
• Paint: Is it weather resistant, not peeling?
• Steps: Are steps in safe condition and are there handrails?
• Decks: Do decks more than 30 inches high have guard railings?
• Porches: Are there supports and railings? Is it structurally sound?
• Foundation: Is it structurally sound and free of defects?

(Drainage should be directed away from the foundation.)
• Roof: Is it sagging? Does it have excessive layers of shingles, curled

or missing shingles or limbs hanging over the roof?
• Chimney: Is it secure? Check for cracks or movement.

Check for these Code violation issues

• Is the yard clean and well maintained?
• Are there abandoned refrigerators, furniture or other appliances

stored in the yard or alley?
• Are weeds and grass cut so they are shorter than 8 inches?
• Are sidewalks and driveways kept free of obstructions?
• Are sheds, garages, fences and walls maintained?
• Are vehicles parked on a driveway surface, are they operable and

currently tagged? (except those stored within enclosed structures)

Floors, Doors and Windows Property Checklist

Floors: Should be structurally sound, clean and in good condition
Doors: Easily opened from inside, not blocked
Windows: One 4-square-foot minimum opening area and 48” or less above the
floor in sleeping rooms, one per habitable space (except bathrooms), open freely,
no damage or broken glass

Smoke Detectors

A properly working smoke detector in your home is very important;
check the batteries regularly.

• A basic smoke detector shall be located in every sleeping room and between
every sleeping area and the rest of the house.

• Place detectors on the ceiling or on the wall mounted between 4 and 12 inches
from the ceiling.

• Avoid placing detectors near bathrooms and kitchens where steam or cooking
might accidentally trigger the detector.

• In addition to the above requirements, at least one detector shall be installed on
every level of the home if one is not present from the above requirements.
