Welcome from the Race Director

Hello riders and teams,

Welcome back to the wonderful Tweed.

As you know the Battle has come to end after ten years of great racing in the Mt
Warning caldera.

For the next few years, we are keen to conduct a smaller event with fewer races, and
target courses that are challenging and rely on a degree of race craft. The New South
Wales government through its tourism department has also changed it view towards
racing only events and we are required to offer events that also service the recreational
rider and cycle supporter.

For 2019, our funding is only just being confirmed and we have had a limited time to
plan some aspects of the event. For 2020, a program including speciality races such as hill
climbs and sprints will be offered. A larger recreational ride will also be delivered
together with new partner Cycle For Life which is a free ride in support of organ
donation.

It is interesting we are now being invited back to communities such as Tyalgum and
Clothiers Creek, and for the first time have passionate and interested stakeholders
wanting more cycling in their districts. This is clearly a legacy of the Battle.

For 2019 we are offering a new course, a new mountain and a small dirt section of
racing as the start of the evolution of the cycling agenda for the Tweed.

I urge you to take seriously the environmental impact and the footprint you leave behind.
The communities of the Tweed have been meeting with us and are sending you a very
loud message: DO NOT LITTER IN THEIR HOME and treat their properties with
respect when parking.

Finally, I would like to acknowledge the amazing level of support from Destination New
South Wales, Tweed Shire Council and the New South Wales Police.

The NRS Criterium will be live streamed via Cycling Australia Facebook and the Kayo Sports
App. Extended daily highlights from each race will be uploaded to the Cycling Australia NRS
Facebook page each night.

SOCIAL MEDIA

Keeping current with your socials is an important part of a cyclist’s life and at Tour de Tweed,
we promote regular sharing of results, achievements, and of course some good old-fashioned
bants. Please feel free to load photos, comments etc using the hashtag #tourdetweed #visitnsw

to damage our sport.

OFFICIALS

Cycling Australia commissaires from Queensland and New South Wales support the Tour de
Tweed and we ask that you treat all officials with the highest level of respect. Should an issue
arise, you are welcome to approach the Chief Commissaire and discuss the matter.

VOLUNTEERS

The Tour de Tweed requires the assistance of local community-based volunteer organisations.

We ask that you treat all volunteers with the highest level of respect. Abuse of volunteers in any
capacity will not be tolerated. Team Managers or Riders abusing volunteers are subject to
disqualification at the discretion of the Race Director.

Should an issue arise, you are welcome to approach the Race Director and the Event Manager.

Equipment

The Tour de Tweed will provide signage for each car. Teams must bring their own equipment
including flashing light and UHF radio. There will not be extra radios or lights to sign out to
QRTS team vehicles.

Convoy Code of Conduct

All drivers in the convoy must adhere to the Convoy Code of Conduct. Refer to appendix.

EVENT INFORMATION

Sign-On

All riders will be required to sign on from 60 minutes prior to race start and up to 15 minutes
prior to race start.

Sign-on will be located adjacent to the start line. Teams are asked to sign on as a collective.

Presentations

A presentation ceremony will take place within 20 minutes after the finish. Riders are to present
themselves dressed in team kit with shoes to event staff at the presentation stage immediately
after the finish.

Top three place-getters will be presented in addition to all classification leaders. If a rider fails to
present themselves for presentation the rider will be penalised. The final presentation at the
conclusion of the event will include the leading QRTS classifications.

Riders leading all classifications are required to be at the start line 15 minutes prior to each stage
start for media commitments.

Neutral Service

There will be 1 neutral spares vehicle in each race convoy. This vehicle will be rostered to QRTS
teams throughout the series. The roster will be emailed out to each team by Cycling
Queensland.

Vehicles crossing the double line or taking risks will be asked to retire. NSW Police will not
tolerate team vehicles not following their instructions.

All wheels taken from neutral spares must be returned to the neutral service car immediately at
the conclusion of the race.

Race Convoy

Teams are permitted a single race convoy vehicle to travel with the race to support their riders.
The maximum vehicle height is 1.66m.

The order for all convoys will be allocated based on General Classification at the end of each
day. The convoy order for Day 1 is allocated as per the QRTS regulations.

All vehicles must travel on the left-hand side of the road. Riders are serviced on the left (only
when authorised by Chief Commissaire). Riders returning to the peloton do so on the right
hand side of the convoy.

Race Numbers

Riders will be issued two body numbers, a frame plate and transponder. Please fit them as
shown in the following diagram. Numbers may not be cut, folded or modified in any way.
Riders will be penalised if this occurs.

Please return transponders to the finish line at the completion of the event. Any rider failing to
return their transponder will incur a $50 administration fee. Lost or damaged transponders will
result in a replacement penalty of $130.

Feeding

Feeding will only be allowed after 30km from the start and up to 20km to go.
Feeding from team vehicles will be permitted where safe to do so and only with permission
from the Chief Commissaire or Commissaires.

Penalties

UCI/CA/NRS scale of penalties will apply.

Timing & Results

The timing system produces live results which are only provisional until signed by the Chief
Commissaire and posted to the noticeboard. Concerns and queries should only be addressed to
the Chief Commissaire please.

Littering

Riders must not discard bidons or rubbish of any kind on the roadside.

Teams must take responsibility for their own litter and return it to the team vehicle. Riders
found to be littering will be fined in accordance with local laws and technical regulations.

In the event a rider cannot be identified, but his/her team can, the team will be fined.

Urinating

Riders are advised that it is an offence to urinate in public. Penalties will be imposed on those
who choose to ignore this law.

Toilets are located at the start line as per the venue map. Please note that shoes must be
removed when entering the hall.

Rider Support Parking

Rider and support parking is available as per the venue maps.

There is no parking outside the Tyalgum School at any time.

Any teams found to be parking vehicles or setting up infrastructure outside of these areas will be
asked to relocate to the designated area.

Please note that Council have the ability to fine any teams who do not follow local regulations
and teams may be penalised at the discretion of the race commissaires and race organisers.

Medical Services

The event will have First Responder personnel following the Road Races. For Time Trial &
Criterium stages the First Responder personnel will be based at the Start/Finish but with
immediate access to the course.

In the event of an emergency incident, follow the advice of the chief commissaire. Evacuation
details are included in the appendix.

If there is an incident, the medical staff can be reached via Base Radio. In case of a serious
emergency, please phone ‘000’.

QRTS Technical Regulations

Race Classifications

Winner - Yellow Jersey

The outright winner shall be the rider who completes the course in the least time taking into
account the deduction of time bonuses. Where two or more riders make the same time in the
general individual time placings, the fractions of a second registered during the individual time
trial shall be added back into the total time to decide the order.

If the result is still tied, the placings obtained in each stage shall be added and, as a last resort, the
place obtained in the last stage ridden shall be taken into consideration.

Individual Sprint Points Classification - Green Jersey

Points will be awarded for intermediate sprints as follows:

In the event of a tie on points for the sprint classification, the finish classification shall be used to
separate tied riders.

King Of The Mountains Classification - Polka Dot Jersey

Points will be awarded for KOM sprints as follows:

In the event of a tie in the King of the Mountains classification, the finish classification shall be
used to separate tied riders.

Time Limits

A finishing time limit of 20% will apply to all road races. The Commissaires’ Panel and/or the
event organiser (including Police) reserve the right to adjust this time limit in extenuating
circumstances.

3km Rule

In the case of a duly noted fall, puncture or mechanical incident in the last three kilometers of a
road race stage, the rider or riders involved shall be credited with the time of the rider or riders
in whose company they were riding at the moment of the accident.
His or their placing shall be determined by the order in which he or they actually cross the
finishing line. If, as the result of a duly noted fall in the last three kilometres, a rider cannot cross
the finishing line, he shall be placed last in the stage and credited with the time of the rider or
riders in whose company he was riding at the time of the accident.

Important Risk Information

Race Envelope

A race envelope is the road space defined by a police vehicle at both the front and at the tail
but not necessarily the entire convoy. The New South Wales Police will provide a race
envelope as they deem fit for purpose, reserving the right to cancel it at any stage noting:

• Vehicles and riders behind the police vehicle at the tail of the envelope are considered
outside of the race envelope and must keep left and abide by the New South Wales
Road Rules at all times.

• Police will issue fines or cancel races for reckless endangerment and highlight the
unacceptable behaviour of some riders, managers and drivers in previous races in the
Tweed.

• The length of a race envelope is determined by the level of protection and immediate
resources available and the spread of riders. Riders should avoid the righthand lane
especially on descents and corners noting the road is not closed.

• Extended delays between groups of riders (breaks) create the risk of leakage from other
emerging road users into a race envelope which puts the convoy at risk. Extended
delays within the race envelope will not be accommodated and the convoy will form
under two envelops if required with Police at the front and Police at the tail. The priority
is safety.

• As an envelope changes shape and to increase protection to riders, police motorcycles
will move throughout the convoy structure.

• Team cars are not to cross a double white line.

Under New South Wales legislation, an intersection can only be closed by a traffic controller for
a maximum of seven and a half minutes; thus trailing cars and riders must be aware that they do
not have right of way unless traffic control has closed the road.

Risk Response

Control responses necessary to respond to risk will be managed by the Safety Committee.

Early Warning System for threats will be activated via public address, websites, social media
channels and SMS.

Evacuations

In the event of an incident on course, riders and convoy are to proceed to the emergency
assembly point at the Murwillumbah Showgrounds unless otherwise notified.

Emergency Services Access

This race operates under a rolling road closure; however, in the event of a critical incident on or
surrounding the event, emergency services will take the fastest response route including the
course.

If you hear the sirens – keep your eyes up and be aware of the passing vehicles. Emergency
services responding to critical incidents always retain the right of way over racing.

Duty of Care

NOTE: acceptance of the following is required for participation.

Staying Safe

The Tour de Tweed is conducted with the consent of the NSW Police on a course that offers
challenges for riders and requires previous race craft skills.

Race courses are on country roads and laneways, some with potholes, crumbling edges, no
centre lines, blind corners, bridges, tunnels, steep hills, fast descents, blind rises, farmers, tractors,
and very rough surfaces - all which remain constant threats to inattentive riders.

We urge you to protect yourself:
• Keep your line straight and don’t swerve;
• Eyes up and look ahead;
• Communicate hazards loudly to all riders;
• Stay left, especially when descending;
• Don’t ride across centre lines;

Every effort has been made to ensure your safety while racing; however, if for some reason you
exit the course or if you fall outside the race envelope, you must obey local traffic laws.

Bike racing is a high-risk activity and each rider must know the course, and protect themselves.

Riders who race recklessly will be disqualified immediately. We urge you to place safety first and
the podium last.

Mark Duggan Statement

In 2014 Masters B rider Mark Duggan from Newcastle suffered significant injuries and for future
years the Tour de Tweed promotes the Mark Duggan Statement which means – we look after
our mates. All riders are urged in good conscience to stop and assist, stop and make a mobile
call, and stop and offer first aid for any fellow rider who has been injured or lost. The rider’s
group time will be provided with no penalties for those who help their mates (male or female).

• If you observe an accident, collision, or anything of concern during the race, report it
promptly to the Race Director or Emergency Control Centre (ECC) following your
race.

• If you are involved in an incident or are picked up by the sag car during your race,

contact the Emergency Control Centre (ECC) as soon as possible to debrief.
• The Emergency Control Centre (ECC) will be tracking convoys, rider withdrawals,

injuries and placement of medical resources to support racing. They will also perform
the reconciliation for each race and will be calling you if you have not crossed the finish
line.

Stage One

Tyalgum & Stokers Road Race

Rolling out from the country village of Tyalgum, Friday’s course is centred on a diverse loop
under Mt Warning near Stokers Siding. With numerous hills to get riders out of the saddle, the
course showcases a backdrop of beautiful country, farm lands, rivers and mountains.

Starting from the rural Tyalgum Community Hall we head out in neutral to join up with Tyalgum
Road. We follow the winding Oxley River Valley passing a number of long fast flat stretches
which will liven the peloton.

Heading over the Tweed River bridge we continue left onto Bakers Road, before turning right
onto Stokers Road for a sprint past Alroy Lane.

Passing through Stokers Siding, we turn right onto Smiths Creek Road reaching a pointed KOM
climb. Following a quick descent, we turn right at Uki onto Kyogle Road, passing Mt Warning
before turning right onto Bakers Road for the next lap

Stage Two

Madura Tea Estate Road Race

Rolling out from the Madura Tea Estate, Saturday’s course is a tough course characterised by a
number of pointed climbs on classic Tweed Valley country laneways.

Starting from the Madura Tea Estate, we head out in neutral to join up with Farrants Road and
an early climb to get warmed up. Following a tight technical left-hand turn onto Eviron Road we
link up and turn towards Tweed Valley Way.

After a short section on Tweed Valley Way we pick up the pace with a Sprint through Kielvale
onto Reserve Creek Road towards the major pointed climb of the day.

After a fast descent we keep left on Round Mountain Road where the peloton rides a 1200
metre gravel section with a small climb and descent before linking over the Pacific Motorway
twice. The peloton will liven again on the flats as we approach the Madura Tea Estate for a
Sprint before taking on the next lap.

Stage Three

Murwillumbah Individual Time Trial

The course will be held on a Y-shape course based from Wharf Street in Murwillumbah’s CBD.
Spectator-friendly, the course is close to plenty of cafes and good vantage points at the start-
finish along the Tweed River.

Essentially a flat and fast course, we move out along Wharf Street onto Tumbulgum Road
following the winding river bank. Riders make a tight left onto Racecourse Road and push to
the u-turn at Cane Road. Heading back, riders make a left onto Tumbulgum Road and head
towards Cane Road for another u-turn before pushing hard straight back to the finish into town.

The road is very narrow at Racecourse Road; riders are advised to use extreme caution turning
on/off Tumbulgum Road. No following team cars.

Time gaps will be 30 seconds to reduce the overall day’s program.

Riders must complete the ITT stage within the 33% time limit to be eligible to start the next
stage. If there is a mishap in the first 100m, they will receive a restart; only 1 restart will be
allowed if there is a second mishap in the first 100m, they must continue and complete the race
within the designated time limit.

Starting order is determined by the prior stage GC placing.

NOTE ON PARKING: multi-story car park not suitable for bikes on roofs; use street parking on
Queen Street or Wharf Street

Stage Four

Stan Brims Criterium

Based on a figure-eight, the 1.4km criterium course is characterised as relatively flat and very fast.
Travelling in a clockwise direction, there are a number of tight technical corners that will force
riders to concentrate and hold their line.

A number of quick stretches present opportunities for improving positioning and moving
towards the front. Ride safely and keep your line.

The pits operate from within the centre roundabout. Riders will need to dismount to access
spares on the inner brick enclosure.

Riders who are asked to withdraw from the race may be given a time based on the lap in which
they were withdrawn from the course and the average lap time of the main group. The time
added will consist of the estimated time gap that would have been derived.

Any rider suffering a fall in the last 3km will be credited bunch time. Any rider suffering a
mechanical (i.e. puncture) in the last 4 laps will not be granted a lap out and will have to chase
the bunch.

Any rider suffering a mechanical or incident (i.e. puncture or crash) outside of the last 4 laps to
go, will be granted one lap out to re-join the field. A rider may take a spare wheel or bicycle
only from the pits area during the race including inside the last 5km (estimated at being four
laps). The equipment must have been in the pits area prior to the start of the race.
