Doug Hooker, Executive Director


State Representative Kevin Tanner is serving his third term representing Georgia District 9, which includes Lumpkin and parts of Dawson and Forsyth counties. He serves as Chairman of the House Transportation Committee and the House Commission on Transit Governance & Funding and is a member of numerous other House committees.
Rep. Tanner has helped pass legislation to address mental health issues, the opiod epidemic, education reform, opportunities for those returning from incarceration, as well as transportation needs. Rep. Tanner received an undergraduate degree from North Georgia College and State University and a master’s degree in public administration from Columbus State University.
Chris Pumphrey is Executive Director of the Douglas County Economic Development Authority. Under his leadership, the community undertook its rst Community and Economic Development Strategic Plan in nearly 20 years. He has led efforts to bring companies such as Switch, BioLife, Gordon Food Service, and ResMed to Douglas County and has been instrumental in local expansions by Google and Southwire Company, yielding
nearly $4 billion in capital investment and 1,500 new jobs.
Mr. Pumphrey is a graduate of Morehouse College, where he earned a degree in economics. He is a graduate of Leadership Georgia and Leadership Douglas.
Councilmember Andre Dickens was elected to the Atlanta City Council Post 3 at Large in November 2013. He is a fth-generation Atlantan and a product of the Atlanta Public School System.
Councilmember Dickens serves as the Georgia Community Leader for TechBridge. He previously served as the Assistant Director of Outreach Initiatives at Georgia Tech
and co-founded a highly successful family-operated business.
He holds a bachelor’s degree in chemical engineering from the Georgia Institute of Technology and a master’s degree in public administration from Georgia State University’s Andrew Young School of Policy Studies.


HARRY WEST VISIONARY LEADERSHIP AWARD
The Harry West Visionary Leadership Award was established by ARC in 2014 to recognize an individual who exempli es visionary leadership within the Atlanta region. It is named in honor of Benjamin Harrison (Harry) West, ARC’s longest-serving executive director.
