FROM THE PRESIDENT'S DESK BOARD OF TRUSTEES:

Do You Know the Meaning of Memorial Day? Chairman Emeritus Irnel L. Stephen

Dear Rosedale Residents, Elected Officers:

It's easy to forget, but Memorial Day weekend is much more President & Board Chairperson Emmlynn L. Taylor
than an extra day off work to spend hosting a backyard
barbecue or taking a day trip with the family. Although you First Vice President & Zanzana Meacham
probably know the special day honors those who lost their Civilian Patrol Leader
lives serving in the U.S. military, you might be unaware of
the origins behind the day of remembrance. Second Vice President Marcia A. O’Brien

Below are nine facts about Memorial Day … Did you know? Secretary Evidelia Boyd

1. Memorial Day celebrations might have started in ancient times, way back in Recording Secretary Phillip-Ann Allison
431 B.C.
Treasurer Matthew Eric Ambrose
2. One of the first Memorial Day celebrations in the United States was by newly
freed slaves on May 1, 1865, in Charleston, South Carolina. Membership Secretary Richard Fox

3. The observance was originally known as Decoration Day. Sergeant At Arms Samuel Elliott
4. It was Union General John A. Logan who called for an official nationwide
Board Members:
day of remembrance on May 30, 1868, a date chosen because it wasn't the
anniversary of a particular battle. Ann English William (Bill) Perkins
5. In 1950, Congress passed a resolution requesting that the President issue a
proclamation calling on Americans to observe Memorial Day as a day of Gloria Boyce-Charles Jules Taylor, Jr.
prayer for permanent peace.
6. In 1966, Waterloo, New York was officially declared the originator Franck D. Joseph Chaplain:
of Memorial Day.
7. President Bill Clinton signed the National Moment of Remembrance Act in Alfred G. Osbourne
2000, which asks Americans to pause and observe a National Moment of
Remembrance at 3:00 p.m. local time. Newsletter Editing Team:
8. Cities across the country host Memorial Day parades, but some of
the largest parades take place in Chicago, New York, and, of course, Editor in Chief: Emmlynn L. Taylor
Washington D.C.
9. The President requests that all governors of the United States and the Principal Contributors:
Commonwealth of Puerto Rico direct the flag to be flown at half-staff until
noon on Memorial Day on all buildings, grounds, and naval vessels. Alfred G. Osbourne Franck D. Joseph
Irnel L. Stephen Zanzana Meacham
Thank you for the freedoms we are so blessed to have because of your service
and sacrifice. Fundraising Committee Co-Chairs:

Sincerely, Ann English Jules Taylor, Jr.

CONTINUATION OF THE

By: Irnel L. Stephen, MSW, MPA, LCSW-R

Continuing Critical Importance of Parental Involvement in the
Children’s Elementary, Middle / Junior High and High Schools [PART TWO]

Within the framework of this important article it was decided to have very distinct working definitions for PARENTAL IN-
VOLVEMENT and PARENTAL ENGAGEMENT whereby:

1. PARENTAL INVOLVEMENT is the sought/ wanted/attained participation of parents or parental figures in their
children’s school and formation ; and to refer to

2. PARENTAL ENGAGEMENT as the process whereby the “societal actors” of each specific school community could
strive to ENABLE the parents of the students to be / become involved in school overall activities, or to further
improve their active involvement if feasible and when appropriate.

In Part I of the March-April issue of this Newsletter, addressing PARENTAL INVOLVEMENT some of the continuously
increasing challenges of mounting encumbrances faced by many parents and most parental figures were considered. In this
Part II, in order to appropriately focus the “enabling process of parental engagement” one must forthright explain clearly
that “societal actors”, as referenced here, are individuals who choose direct participation in the defense, advancement or
promotion of a cause, an issue or given objective(s) for the benefit of greater “common good”.

In relation to children’s elementary, middle / junior high or high schools, who can be expected or “bought-in” societal actors
willing, able and ready to assist parents in the actual context of ”ENABLING / FACILITATING” more direct involvement of
parents in their children’s schooling and formation, whether the children are in Public Schools or attend Catholic Schools,
Lutheran Schools, Yeshivas, Baptist Schools, Private (Non-Profit or For-Profit) Schools, etc. We already know about the
exorbitant challenges for the parents as well as all the educators in teaching, supervision and /or management.

In every type of school, the critical players in the Parental Engagement Team appear to have similar interests, share the
same major objectives of helping in the development of more and much better educated students towards improved living
conditions and structures for future generations.
A partial listing of the societal actors, also called critical players, includes:

 School Executives such as Principals, Headmasters, Assistant Principals, Deans of Students;
 Different types of School Overseers: School Superintendents, Public School Boards, Private School Management

Structures including Boards of Directors of Catholic Academies etc.
 Pastors, Civism Teachers, Faith formation Directors, Community Leaders, Elected Officials;
 Advisory Boards or Committees;
 Parents-Leaders of PTA in Public Schools or Home School Associations of non-Public School settings;
 Parents-Ambassadors either assisting, making requests or doing promotional activities;
 Business leaders in the local districts, boroughs, villages, towns or citywide
 Students-Leaders in structured interactions with all the above mentioned partners

It is generally agreed that, in addition to an overall commitment of facilitation of parental involvement, to have any
meaningful PARENTAL ENGAGEMENT process, thoroughly one must consider the average functional capability of most of
the parents in the given school, including educational level, generic family composition, line of work, typical position and
related work schedules, plus the known or applicable economic or social stressors.

The role of Principal or Headmaster is quite essential in the determination of any meaningful overall programmatic campaign
with specific responsibilities for each one of the available categories of “societal actors.”

3

Parenting Series (cont.)

While the School Leadership should manage to identify areas needing particular assistance, primordial importance must be
given to the identified topics of interest that the individual parents like, suggest and are willing to actively work to
promote. For instance, “home school associations” no longer work in the Catholic School community in the Diocese of Brooklyn
and Queens. However there are parents who quickly respond to calls about particular topics and who extensively volunteer
time, energy and even monies on occasions, while they would not attend any School-wide Association endeavor. So one could
consider having/developing/ promoting “SPECIFIC CONCENTRATION SCHOOL INITIATIVES” within a comprehensive plan of
action.
For the Catholic Academies, Option C, which may have been primarily designed to share information with the Parents about
their children’s academic performance and informing them of upcoming events, could also become a “communication web”
for parents to address, within guidelines, their suggestions about ways and methods they can directly assist in the areas
needing attention or improvement.
TO BE CONTINUED
with some illustrative examples of how each of the listed types of applicable “societal actors” can actually help
and further improve the defined PARENTAL ENGAGEMENT process.

Financial Planning For Families and Individuals Series
Family Finances: Q&A with a Financial Advisor

By Alfred G. Osbourne CFP®, CLU®, CRPC®, CPA, MBA
Member, Rosedale Civic Association Financial Advisor, Ameriprise Financial Services

How Much Market Risk Are You Really Willing to Accept?

If you’re like a lot of investors, you may have trouble quantifying the level of risk you are comfortable taking on in your
portfolio. Do you like to play it safe, staying in conservative investments even if it means potentially missing out on
bigger returns? Or are you willing to take on more risk in the hopes of capturing higher gains? If you’re not sure where
you land on the spectrum, consider the following eight tips to help define your views on investment risk:

1. Define your goals. Your financial plan should be structured to help you get from where you are now to
where you’d like to be with key goals, such as saving for your child’s college education or retirement. Your
investment strategy should be a key part of this financial plan. Define exactly how much money you will
need to save, and when you will need it by. When your goals are crystal clear, it can be easier to weigh the
various risks and choices you must make to achieve them.

2. Consider the general market environment. It seems fair to say that investors’ willingness to accept risk
increases in periods when the stock market has performed well for an extended period of time. In the past
decade, stocks have generally been on the upswing. On the heels of such a positive market, investors’ level
of confidence about owning assets that are subject to fluctuation may be higher. By contrast, investors
sometimes become more skittish in periods when markets are struggling. Confidence in stocks and other
variable investments tends to decline when the market is not performing well.

3. Accept market moves as normal. It’s a known fact that stock markets move up and down – sometimes
significantly – which means there’s always risk that a particular investment could lose value. Keep in mind
that historically markets have recovered, and the reward potential of investing in future growth of global
businesses remains strong. Prepare yourself for the fact that investing is not a smooth upward climb, and a
smart strategy can help the market moves work in your favor.

4. Recognize that time is one of the biggest influences on risk tolerance. If you have a decade or more to
reach your goals (such as retirement), you likely can ride out market downturns or even extended flat or
negative markets. If you expect to reach your goals (such as a new home) in the next few years, you may
need to think more about how to protect your investments against the impact of market moves. With this in
mind, your risk tolerance will likely adjust as you get closer to achieving various goals.

5. Trust your instincts, but don’t make decisions solely based on emotions. If you are worried about what’s
ahead in the markets or how your finances would fare if another Great Recession occurs, it may be time to
reassess your portfolio to take some risk off the table. Yet, it’s important to not be overly swayed by day-to-
day headlines. Look for consistent, long-term trends or events that impact market fundamentals before
considering action. And, be sure that any decisions you make align with your financial goals, as defined in tip
#1 above.

6. Consider purchasing power risk. Inflation is always a factor worth considering. Simply stated, your money
more than likely won’t be worth as much in the future as it is today. It is important to own investments that
can help your asset base at least keep pace with inflation, and hopefully grow faster than the cost of living.

7. Be mindful of interest rate risk. Fixed income instruments such as bonds carry their own risks, one of them
being that if interest rates rise, bond values will decline. Given that yields are slowly rising from historically
low levels, this risk may be more significant today.

5

Financial Planning For Families and Individuals Series (cont.)

8. Explore ways to stay invested in the market while mitigating some of the risk. Maintaining healthy
diversification across a variety of asset classes is a key way to manage risk. Staying invested for the long-term
and not trying to time the market is another. Dollar-cost averaging, or investing consistent amounts of
money at regular intervals, rather than investing lump sums at one time, can help you remain committed to
your saving strategy. Additionally, products (such as variable annuities) that allow you to continue to partici-
pate in the market’s growth potential while locking in gains may also be worth considering.

Given your timeframe, current savings, income and other financial priorities, how much risk are you willing to take to
achieve your goals? This is the ultimate question you need to answer to determine your risk tolerance. If you want help
deciding whether your portfolio is appropriate for your feelings on risk, consult a financial advisor who can provide a
second opinion.

Hello from Beraca Baptist Church Rosedale

By Pastor Lesly Milord

Come Fellowship with Us as We Fellowship with You

“Because you love your neighbor, you will insist on improving the neighborhood in which your neighbor lives.” We truly
believe this at Beraca Baptist Church, so let’s make our neighborhood the best it can be.

Beraca Baptist Church was founded on January 16, 1978 in Brooklyn, NY. We have been in Brooklyn ever since and our main
campus is still there today. However, due to a great number of members and friends in Queens and Long Island, we launched
our Rosedale Campus in July of 2018 and hope to fellowship with the local community. At our Brooklyn Campus, we have
partnered with the local elected officials, police precincts, community organizations, and other stakeholders to host health
fairs, gun buyback programs, forums for seniors and youth, and other community-centered programming. Though we have
been in Rosedale for under a year, we are a growing church and hope to impact our communities here in a positive manner.
Our core values include spiritual leadership, being a family-oriented congregation, displaying excellence, worship, and
teaching.

Regarding spiritual leadership, our leaders, though not perfect, are committed to a growing relationship with God and
developing their faith through daily devotions, studying, and meditating on the word of God. We show our family-oriented
nature because we believe a healthy church means having healthy families; therefore, we value every member from the
youngest to the eldest and focus on their mental, familial, physical, and spiritual wellbeing. Excellence must be displayed in
everything we do, so we challenge each member to be the best version of themselves, the version of themselves that God
seeks out. We value a spirit led worship service that invites our members to encounter God in a meaningful and passionate
way as they sing songs of praise and adoration. We also value teaching our members practical ways to live out their faith to
impact this ever-changing world; showing not just the importance of the Word of God, but its relevance today.

Many of the leaders at our Rosedale Campus hail from Rosedale, other communities in Southeast Queens, and Long Island.
Our hope is for you to get to know us and fellowship with us, and for us to get to know you and your families so we can work
together to better our communities. Whether you have a home church or not, we invite you to come spend some time with
us – visit us and find out how you can partner with this community-centered church.

We are a multi-cultural and multi-national church and can’t wait to see you. As a Rosedale resident myself, I look forward to
personally greeting you.

Beraca Baptist Church Rosedale currently has its Sunday Worship Service at 2:00 p.m.
138-23 Brookville Blvd., Rosedale, NY 11422.

If you would like to have a more intimate study of the Bible,
we invite you to join us on Wednesdays for our small group at 7:00 p.m. on the second floor.
Pastor Mullery Jean-Pierre is the Senior Pastor of Beraca Baptist Church, and Pastor Lesly Milord is the Pastor of Mission &
Church-planting of Beraca Baptist Church – currently serving as Lead Pastor of the Rosedale Campus.

We have several other pastors, deacons, and leaders serving in ministry with us as well.

NEIGHBORHOOD POLICING
PROTECTING AND CONNECTING

Neighborhood Policing and its Goals
Neighborhood Policing is the cornerstone of today’s New York City Police Department (NYPD). It’s a comprehensive
crime-fighting strategy, built on improved communication and collaboration between police officers and community
residents. Neighborhood Policing works to accomplish three core goals: to continue reducing crime; to promote trust and
respect; and to solve problems collaboratively, both within the department and with neighborhood residents. It is also a way
of improving police morale as officers engage with the more challenging and satisfying task of solving problems and fighting
crime at the sector level.

The 105th Precinct serves the easternmost portion of Queens. Queens Village, Cambria Heights, Laurelton, Rosedale,
Springfield Gardens, Bellerose, Glen Oaks, New Hyde Park, and Floral Park comprise the area covered by the precinct.
