April 25, 1906, 8 p. m.

The third session of Calfomia Grand Chapter of the P. E. O. Sister
hood met in Odd Fellows' Hall, Jefferson Street, and was called to
order by Mrs. Hulda S. Miller, State President.

Enrollment of delegates was followed by the singing of the Opening
Ode, after which Devotional Exercises were conducted by Miss Dick
son, Second Vice-President, the convention uniting in singing the
Lord's Prayer.

The guards upon insti-uction ascertained that all within the room
were entitled to remain.

An instrumental solo was given by Mrs. Carver, Past State

President.

The address of welcome was given by Miss Ida Morrison, Presi
dent of Chapter C, and the response by Miss Gertrude Phillips, Presi
dent of Chapter P.

Vocal duet by Mrs. Squires and Miss Stark of M, Monrovia.
The roll being called by the Corresponding Secretary, showed
thirty-five members present.
The Corresponding Secretary read a telegram of greeting from
Washington Grand Chapter through its retiring President, Mrs. Eshle-

man.

The President then introduced the State Officers and the guest
of honor, Mrs. Mary D. Lawrence, Supreme President, who gave a
short talk.

Upon Inquiry by the President, it was found there were present

planned for Friday evening, which had been abandoned on account

ot the earthquake in the North, Chapter C feeling that the money
would be more wisely used in relieving the distress in our sister city.

After instructions given to the various committees in regard to
their work, convention adjourned for an informal reception.

Thursday, April 26,1906, 9:30 a. m.
The morning session was called to order by the President
After the singing of the Opening Ode the Devotional Exercises
were led by Miss Ballard, First Vice-President.

The President then declared the third annual session of California
Grand Chapter formally opened and ready for the transaction of
business.

The guards were instructed to take the password. The roll was
called by Miss Oaks. Corresponding Secretary, and responses made
by quotations on Love.

The report of the Credential Committee being called, Mrs. Jones
of B responded as follows:

A motion was made by Miss WInans, seconded by Mrs. Hutchins,
that we dispense with the reading of the minutes of last convention.
Carried.
The minutes of previous session were read and approved. The
report of Committee on Dispensations was given through Mrs. Fall,
Chairman, and was as follows:
We, your Committee on Dispensations find three dispensations
present and recommend that charters be granted to Chapters N, Al-
h a m b r a ; 0 , P o m o n a ; a n d P. B e r k e l e y.
On motion, the report was accepted.
The presentation of charters followed, the new chapters receiving
them at the hands of the Supreme President, Mrs. Lawrence, who ac

companied the presentation with kindly words of advice and greeting.

Ofilcers' reports being called for. Miss Ballard, First Vice-Presi

dent, took the chair, and Mrs. Miller, President, gave her report, which

President California Grand Chapter.
Months have flown swiftly and we are assembled for third annual

convention of California Grand Chapter and to render account of our
P. E . O . s t e w a r d s h i p a s o fl S c e r s o f S t a t e a n d l o c a l c h a p t e r s . I n d i s
charging our various and varied obligations, how can we answer the
ever present inquiry of conscience, "Have you ever been faithful?"
As your Chairman comprehends the duties of State officers, they have

been accurately and faithfully executed.
As an EJxecutive Board you entrusted to us, one year ago, twelve

chapters. It is a pleasure to report all these in a healthy and har
monious condition, and we are proud to present you three additional

ones, N, Alhambra; 0, Pomona; and P, Berkeley. It has been my
privilege and pleasure to attend business or social meetings of all
chapters but two, and have heard no sound of discord or disloyalty
during the year.

Requests from the Executive Board to local chapters have received

prompt consideration and compliance whenever possible. The net
gain in membership to date has been seventy.

The last convention committed to EJxecutive Board three special
duties:

Ist—The printing of official stationery for local chapters, which

was done by Board and purchased and appreciated by all chapters.
2nd—To consider advisability and plans for holding a P. E. O. Day

Island.

After much effort to secure space on Chautauqua program, the time
before printing the literature was found too short to arrange for satis

factory numbers. It was my pleasure to attend and assist with P. B .0.
Day program in Tent City. Coronado Island, as arranged for by
Chapters K and B, which was a most pleasant occasion for those per
mitted to attend. It was observed by a luncheon in large tent house, a

literary and musical program in woman's clubhouse in the Casino,
followed by a tea and social hour. So profitable was the occasion to
the young Chapter K, San Diego, that members purpose to have a

similar occasion each year, in August, as their anniversary day and
t o e n t e r t a i n t h e t o u r i s t P. E . O . ' s .

3rd—Duty of Board was to determine some appropriate recognition
to be made by California Grand Chapter to members filling all offices
of local chapters. Complying with the sense of convention that slight

expense should be incurred, the following was adopted: "Each mem
ber in this State, by presenting records that she has satisfactorily
filled every elective office in local chapters, shall receive from Califor

nia Grand Chapter a certificate of recognition. A record of same shall

be spread upon minutes of convention, and names of those receiving
certificates form an official honor roll in Secretary's book."

Since we are a young Grand Chapter, may we not strive to become
better informed in all phases of chapter work as an aid to learning
and living the P. E. 0. spirit and principles. We regretted resignation

of our Recording Secretary, Mrs. Mary Anderson, which vacancy Mrs.
Ella M. Spencer kindly consented to fill by appointment.

For considering the special duties committed by convention to

Executive Board, three meetings have been called as a quorum of
m e m b e r s w e r e n e a r e n o u g h t o i n c u r n o t r a v e l i n g e x p e n s e s . A s a P.
E. O. family in California we are peculiarly blessed In harmony of

thought and action, in material growth, and in the five P. E. O. graces
that are the cornerstones of our Sisterhood.

In interest of future growth, I wish to offer the following recom
mendations:

1st—lhat decision of Board on recognition to members as given
above be made a by-law.

2nd—That Section V, Article 5, be stricken out, as it Is now covered

by Supreme Ruling.
3rd—That the phrase "or typewritten" be stricken out of Article

VI, Section 4; also same words from Article VI, Section 5.
4th—That a new by-law be added, fixing the sum or ratio for which

State Treasurer shall give bond.
5th—Since Entertainment Bureau, as a venture, has been aid to

those favored by literary, musical and social programs, would recom
mend that this department be continued another year, and committee

Increased to two, to be elected by body of convention or Incoming
Executive Board.

My official duties have been a pleasure because of the efficient and

kindly co-operation of other officers and all chapters. Older Grand
Chapter Sisters say we should be justly proud of our young and pros
perous organization in California; but, Sisters, let us not rest
upon our oars until we are able to stand alone without financial as
sistance from Supreme.

Sincerely thanking all Sisters for their kindly help and considera
tion during the past three years, in which I have striven to give a due
share of my time and energy as Organizer and President in California,
I earnestly solicit the same for my successor in office.

On motion of Mrs. Garrett, the report was accepted and the recom
mendations placed in the hands of the Committee on Officers' Reports.

Miss Ballard, First Vice-President, gave brief report, speaking of
her pleasure in the year's work and her interest in watching the
growth of the order. ,

Mrs. Anderson of H gave report for Miss Dickson, Second Vice-
President, who was unavoidably absent. ,

On motion of Mrs. Manning, both reports were accepted.
Mrs. Gillespie spoke cordially of Miss Dickson's work in her home
chapter. The report of the Corresponding Secretary, Miss Oaks, was
given as follows:

On motion of Mrs. Lena Miller, the report was accepted.

Mrs. Eastman, Organizer, reported in part as follows:

During the year I have written 180 letters and 4 postals, receiving
about the same number. Have inspected Chapters B, Escondldo; I,

Highland Park; J, Riverside; K, San Diego; L, Glendale; and M, Mon
rovia.

The regular order of exercises. Initiation ceremony and all of-
fiers' books were inspected. With the exception of a few mistakes In

secret work, owing to its being passed from one President to another,
and a few errors in officers' books, I found the chapters as a whole in
splendid condition, the initiation ceremony in all chapters being con
ducted properly.

The chapters organized during the year are Chapter N, Alhambra,
with ten charter members, four by demit and six by initiation; Chapter

O, Pomona, with fourteen charter members, four by demit and ten by
i n i t i a t i o n ; C h a p t e r P, B e r k e l e y, w i t h n i n e c h a r t e r m e m b e r s , f o u r b y
demit and five by initiation.

On my return from organization at Berkeley, I visited Palo Alto,
San Jose and Pacific Grove, where I found members who were anxious
to have chapters in their respective towns. In Southern California
we are In correspondence with ladies living In Orange, Whlttier, Red-
lands, Santa Monica, Santa Barbara and Hollywood. Many of these
places have been personally visited by Mrs. Miller or myself, so our
fields are being prepared for next year's harvest.

On motion of Mrs. Carver, this report was accepted.
The report of Entertainment or Reciprocity Bureau was given
informally by Mrs. Carver. She reported exchanges between ten
chapters and spoke enthusiastically of the possibilities for growth of
interest in P. E. O. work through this bureau.
On motion of Miss Ballard, the report was accepted.
A paper followed by M'rs. Pottenger of M, entitled "The Crusade

Against the Great White Plague."
On motion of Mrs. Eastman, it was decided that the Committee

on Resolutions should incorporate the recommendations of this paper

as the sentiment of convention.
The President ruled that the order of business be changed to give

place to chapter reports.
These reports showed all chapters in flourishing condition and

gave the information that charitable work had been done by every
chapter, some having almost depleted their treasuries for the benefit
of the earthquake sufferers in the North.

After an announcement relating to luncheon, session adjourned.

Thursday, 8 p. m.
The session was called to order and the Opening Ode was sung.
A piano duet was given by Mesdames Knox and Renfrew.
The minutes of previous sessions were read and approved.
Vocal solo, "Beloved, It Is Mom," Miss June Nutting, D.
In response to an encore, she sang "An Open Secret"
By the President's mling the order of business was changed to
give place to reports of committees.
The report of Local By-law Committee was given by Mrs. Garrett.
The by-laws of nearly all chapters were found correct, such cor
rections as were necessary being indicated on the same.
On motion of Mrs. Manning, the report was accepted.
The report of Committee on Official Chapter Reports, as given by-
Mrs. Hutchins, showed all reports correct, and on motion, was ac
cepted.

The next number on the program was the President's round table,
conducted by Miss M'arie Dickson.

She called all Presidents of local chapters to come forward and
after a short talk on the duties of the presiding officer from the
leader, a full discussion followed, bringing out many points of interest.

An address followed by the Supreme President, Mrs. Mary D.

Lawrence, on "The Needs of Our Sisterhood."
Vocal solo, (a), "Could I"; (b), "Sweet Heart," Mrs. Sloane, D.
A paper was read by Mrs. Lena Miller of G on the subject "How

Discussion followed by Mrs. Lawrence, Mrs. Couch and others.
On request of Miss Wiuans, Mrs. Lawrence gave a brief report of
Washington convention. A letter relating to the Memorial Fund from
Mrs. Mira G. Andrews of Washington, D. C., was read by Mrs. Ida G.

Fall.
Vocal duet, "Parting." Mrs. Conklin and Miss Estabrook.
Session adjourned.

Friday, April 27, 9:15 a. m.
The session was called to order and the Opening Ode was sung.
The Devotional Exercises were conducted by Miss Winans, Treas
urer, C. G. C.

The guards reported all present entitled to the privileges of con
vention.
The President reported an Invitation to convention from the

University of Southern California to attend their general exercises,
between 10 and 11 a. m.

Miss Winans moved on account of the stress of business that the

invitation be declined. The motion prevailed and the guard was In
structed to convey to the Dean of the University our regrets. Re
sponses to roll call were thoughts for the good of P. E. O.

Thirty-two responded.
The report of the Supreme Convention at Thomtown, Indiana, in
October, 1905, was next given by Mrs. Miller. This report showed
the granting of the charter to California Grand Chapter.
On motion of Mrs. Phillips, duly seconded, this report was ac

cepted.

Correspondence being called for, a telegram was read from Illinois
Grand Chapter convention, expressing good wishes for the success of
convention and sympathy for California's disaster.

The Corresponding Secretary was instructed, on motion of Mrs.
Spencer, to send a message to Mrs. Alice Briggs, Past Supreme Presi
dent, expressing the sympathy of convention in the loss of her mother.

The report of the Committee on Officers' Recommendations was
given by Mrs. Eastman. The recommendations of the President were
by action of convention referred to Committee on State By-laws.

By motion of Mrs. Spencer, duly carried, It was decided that the
report should be considered section by section.

The report was as follows:
The Committee on Officers' Recommendations would submit the
following report:
That we approve the recommendations of our State President and
would recommend that they be placed in the hands of the State By-law
Committee.
(These recommendationes will appear under the report of By-law
C o m m i t t e e . — S e c r e t a r y. )
We recommend that we adopt the following:
1 s t — To c o n t i n u e t h e E n t e r t a i n m e n t B u r e a u a n o t h e r y e a r a n d t h e
committee be increased to two, these two to be recommended to incoming
Executive Board by convention.
After a motion and much discussion, this was duly carried.
2nd—That we adopt Mrs. Whittlesey's instructions to local Corre
sponding Secretaries for yearly membership and enrollment books.

Carried.

The report as a whole was accepted.
By motion of Miss Hurd, duly carried, it was decided that the
instructions to Corresponding Secretaries spoken of in above report
should be referred to the Executive Board to be typewritten and given
to all Corresponding Secretaries to be placed in book.

The report of State By-Law Committee was given by Mrs. Leonard.
The President ruled that report be considered section by section.
The report was as follows: ,
The Committee on Grand Chapter By-laws submit the following:
1st—^In Article III, Section 2, the words "the delegates to" be
stricken out and the words "all members of" inserted.
2nd—^That Article V, Section 5, which gives form for voucher, be
stricken out as a uniform printed voucher has now been issued by
Supreme.
3rd—That in Article VI, Section 4, the words "or typewritten" be
stricken out.
4th—That in Article VI, Section 5, the words "or typewritten when
uecessary" be stricken out.
5th—That to Article VI shall be added Section 7, to read as follows:
"There shall be a recognition by the State Grand Chapter of Cali
fornia of all who have filled every elective office in local chapters."
This recognition to be as follows: That each member In this State,
by presenting records that she has satisfactorily filled every elective
office in local chapters shall receive from the California Grand Chapter
a certificate of recognition.

This record to be spread on the minutes of convention and the
names of those receiving certificates form an official roll of honor in the
Secretary's book.

6th—That to Article VI shall be added Section 8, to read:
"The incoming Treasurer of the California Grand Chapter shall
give a security bond for one and a half times the amount handled by
her predecessor."
7th—That to Article VI shall be added Section 9, to read:
"All officers of California Grand Chapter shall be elected from the
body of convention."
This report was acted upon section by section, each one being
approved.
On motion of Mrs. Fall, the report was accepted as a whole.
Miss Ida Oaks conducted a Corresponding Secretaries' round table,
which brought out full discussion on many vexed questions.
The report of the Auditing Committee, through its Chairman, Mrs.
Miller, showed the Treasurer's book to be correct and the report was
accepted.
Exemplification of organization was given by Mrs. Eastman with
the assistance of the following in the initiation:
Miss Oaks, Vice President.
Mrs. Spencer, Recording Secretary.
Miss Dickson, Corresponding Secretary.
Miss Ballard, Treasurer.
Miss Winans, Chaplain.
Mrs. Johnson, Guard.
Mrs. Phillips, Candidate.
On motion, session adjourned for the luncheon hour.

Friday, 1:30 p. m.
Convention was called to order and the Opening Ode was sung.
On motion of Mrs. Garrett, seconded by Mrs. Fall, the order of
business was changed and Memorial Hour deferred until after the
transaction of business.

It was moved and carried that convention recommend the two
members of the Entertainment Bureau be elected by ballot.
Moved that ballot be cast for members separately. Carried.
The election resulted in the names of Mrs. Carver and Mrs.
Sexton being presented to the Elxecutive Board.
Miss Ballard, in behalf of convention, presented Mrs. Lawrence
with two spoons as a memento of her California trip.
Miss Dickson, on behalf of Redondo Chapter, presented Mts. Law
rence with a huge cluster of carnations.
Installation of officers followed.
Miss Winans reported in regard to the relief fund for earthquake
sufferers that P. E. O. has given $355 and many other material gifts.
Mrs. Laughlin, in behalf of Chapter D, extended tio C. G. C. an in
vitation for next session's entertainment.
On motion, this was accepted.
Mrs. Leonard moved that the corresponding Secretary be instructed
to reply to the two telegrams sent convention, also to Miss Osmond,
Editor of Record, in an appropriate manner. This was carried.
On motion of Miss Ballard, Mrs. Miller was appointed Chairman of
a committe to consider the Memorial Fund with the power to select
her own helpers. Carried.

Report of Committee on Resolutions given by Miss Dickson as
follows:

Resolved, That we as the Grand Chapter of California extend to
Chapter C our thanks for the kindly thought for our comfort and enter
tainment;

That we extend thanks to those who have in any way contributed
to the success of convention, among others Miss Jordan, Mr. Hender
son, Mr. Gwlnn, the Moneta Mineral Springs Co., the local papers and
also those who so kindly rendered assistance on the program;

That we extend thanks to Washington Grand Chapter and Illinois
Grand Chapter for kindly words of greeting;

That We express to families of our deceased Sisters and to Mrs.
Briggs our sincere sympathy:

That we endorse the sentiments expressed by Mrs. Pottenger in
her paper;

That we greatly appreciate the privilege of having had with us our
Supreme President, Mrs. Lawrence, who has by her helpful words and

cheering personality endeared herself to members of this convention
and added much to its success.

On motion, this report was accepted and the resolutions adopted.
Miss Ballard presented Mrs. Miller with a spoon as a token of

appreciation for her services to Chapter C in preparations for Conven
tion.

On account of the lateness of the hour it was moved and carried
that the memorial address be omitted.

The Memorial Hour opened with Scripture and prayer by Mrs.

Frary Mather Johnson.
Report of Memorial Committee was given by the Chairman, Mrs.

Renfrew, and recorded the following deaths:
Mrs. Graves, A.
Mrs. Cassie Mason, J.
Mrs. Ehnma Sidwell Kenedy, B.
Mrs. Alice Martin, B.
Tribute to the memory of deceased sisters were given by Mrs.

Lewis and Mrs. Carver.

This closed the memorial hour.
Mrs. Hulda Miller moved that Convention give a vote of thanks
to Mrs. Couch, Mrs. Francis, and Miss Friend for their efficient service

during Convention. Carried.
By motion of Miss Dickson, a vote of thanks was given to Mrs.

Miller for her efficient service during the years of her residence in

California.
After the singing of the closing Ode, the Convention adjourned.
