CARLENE THOMAS

Carlene Thomas serves as the English
as a Second Language (ESL) Program
Coordinator for the Texas Education
Agency (TEA). She has advocated for
English learners throughout her career
in various roles from elementary
to university level, including TESOL
teacher, ESL teacher, ESL curriculum
writer, LPAC coordinator, ESL director,
and regional Education Service
Center (ESC) ESL/migrant consultant.
Carlene is dedicated to serving English
learners and their families by supporting Local Education Agencies (LEAs) in
expanding effective bilingual and ESL programs and by advocating for additive
bilingualism, particularly within ESL programming.

“Rewriting Best Teaching Practices to
Meet the Needs of English Learners”

With mountains of tasks surrounding them, teachers can feel at times that
differentiated instruction is just one more thing to do. Although the desire

to reach English learners (ELs) is there, limited planning time and varied
expectations can sometimes drive the decision for teachers to rely on general,
best teaching practices to meet the needs of ELs. Best teaching practices are
foundational in providing effective sheltered instruction for ELs, but they are
not enough. English learners need targeted and intentional language support
through content instruction to be successful in bilingual and English as a second
language (ESL) programs. Let’s break down the ways in which we can expand
and amplify best teaching practices to provide authentic, meaningful support for
our English learners, integrating these methods in practical ways for teachers to

maximize time and effort.

CINDY BRENNAN

Working with students, teachers and
administrators has been Cindy Brennan’s passion
for 30+ years. She has served as a teacher, coach,
curriculum writing supervisor, administrator,
college professor and instructional specialist. In
addition to her studies in education at Louisiana
College, Texas Wesleyan and University of North
Texas, Cindy continues to take community college
courses such as American Sign Language, car
maintenance and wedding flower design. In
addition to frequent presentations at local and
state conferences, Cindy has spoken many
times at the National Association for Bilingual
Education Conference and the International TESOL
Convention. As a June retiree from Arlington ISD, her plans include continuing
to teach university students, training teachers in school districts and visiting her
children and granddogs in Alaska and Delaware.

Engagement is a strong indicator of academic success (Hyson, 2008). If this
is true for all students, it is CRITICAL for ELs. How can classroom practitioners

7 Pasos para crear En esta sesión se exploran, no solo la manera de incorporar la participación total de
un aula interactiva los estudiantes en el aula, sino cómo se les involucra de una manera de bajo riesgo,
(Spanish) utilizando señalizaciones y materiales visuales al igual que el uso de actividades
estructuradas de lectura y escritura. Esta sesión es conducida en español.

BASES: Los elementos En esta sesión se exploran la importancia de las habilidades que posee el docente y el
que se destacan en un valor de su vocación como maestro/a bilingüe. A la vez, se identifican la oralidad y el
aula bilingüe de calidad diálogo como procesos fundamentales que sirven de enlace con la lectoescritura. Los
(Spanish) participantes identifican la importancia del conocimiento previo y el aprovechamiento
del capital de lenguaje que nuestros estudiantes bilingües emergentes ya poseen en
español. Esta sesión es conducida en español.

Dictado, The Through the practice of the Dictado, students refine their grammar, spelling and
(Bilingual/ESL) writing conventions while using the four language domains: listening, speaking,
reading and writing. Participants will practice the steps of giving the Dictado by
engaging in a Dictado simulation themselves. (This session is conducted in English.)

Formative Assessment How do you know what your students know? Explore the use of formative assessments
to inform teacher planning and instruction, to guide student learning, and to target
interventions. Take a closer look at how to develop formative assessments and rubrics
that are meaningful and lead to more focused teaching and learning.

How to Connect & Lufkin ISD will share a process to interconnect and implement effective Parent, Family
Implement Effective & Community Engagement. They will share about their Nuestras Madres Committee
Parent, Family and how they provide input on the implementation of a parent mini-conference called
& Community FIESTA Evento en Español. This session applies to all grade levels.

If These Walls Could In classrooms with ELs, the walls should ‘talk’. Word walls and other environmental
Talk…Oh Wait, They Can! print are important scaffolds that help make the curriculum more accessible. The
walls of your classroom can become a silent teacher. This session will help participants
transform their classroom environment into a tool that will increase the quality of our
instruction for ELs.

Language Rich Lessons Lufkin ISD Dual Language Teachers will share some of the instructional activities and
for the Dual Language resources that they incorporate in their instruction to ensure that both social and

information for 2nd-5th grade.

LPAC Using DMAC Use DMAC to create and organize LPAC documentation for individual students and
committee meetings. The LPAC application was designed by Texas educators to make
the process of completing and organizing forms related to the LPAC framework much
easier.

Making Vocabulary Vocabulary instruction is critical to a student’s success. This session will focus on
Visible vocabulary strategies that make learning about words engaging, while at the same
time creating word conscious students.

On Becoming Culturally It is imperative that children from ethnically, linguistically and socioeconomically
Responsive diverse backgrounds have educators who are culturally competent and have the skills
and ability to successfully teach students who come from a culture or cultures other
than their own. Cultural competence can be learned, practiced, and institutionalized to
better serve diverse students, their families, and their communities.

classroom. We will explore several web 2.0 tools and apps, which address the Reading
components of TELPAS.

Tech Tools for Speaking Come learn apps and websites to promote language acquisition for ELs in ANY content
classroom. We will explore several web 2.0 tools and apps, which address the Speaking
components of TELPAS.

Tech Tools for Writing Come learn apps and websites to promote language acquisition for ELs in ANY content
classroom. We will explore several web 2.0 tools and apps, which address the Writing
components of TELPAS.

Vocabulary Strategies Vocabulary is often an obstacle to success for many students in the classroom and
on high stakes assessments such as STAAR. Participants will create a list of critical
vocabulary and learn strategies that will effectively differentiate language acquisition
for all students.

Writing and Vocabulary Sometimes the difficulty in math is simply reading and understanding the

Dr. Michelle Yzquierdo

Dr. Yzquierdo has worked closely with English Learners and EL teachers in
multiple capacities, including high school science teacher, new arrival team,
where she taught students from all demographic groups, including ELs and
first-year immigrants. She has held a variety of other positions including science
department chair, sheltered instruction peer facilitator, district ESL instructional
specialist and educational program specialist. As the child of an immigrant and
the teacher of numerous immigrant ELs throughout the years, and a researcher,
Dr. Yzquierdo has seen first-hand what it takes to support English Learners and
immigrant ELs so they may see success.

Dr. MÓnica Lara

Dr. Mónica Lara’s enthusiastic approach to teaching and learning in English
and Spanish is the trademark of her educational career. Her roles in education
include experience as a teacher, reading specialist, assistant principal, and
educational specialist in the areas of dyslexia and bilingual/ESL education.
Dr. Lara has led numerous State initiatives and has served as a state trainer
for English Language Proficiency Standards (ELPS); Spanish Language Arts
Reading/Texas Essential Knowledge and Skills/College and Career Readiness
Standards (SLAR/TEKS/CCRS); Language Proficiency Assessment Committee
(LPAC), and LEER MAS. In addition, she assists districts to evaluate their
Bilingual/ESL programs to insure accountability and implementation of best
practices for English Language Learners (ELs).

Sylvia Eubanks

Serving as the Title III, Bilingual-ESL director for Lufkin ISD since 1992, Sylvia
Eubanks has been the driving force contributing to the success of the district’s
English learner programs. Under her leadership the Bilingual and ESL program
has grown and thrived, with many graduates of the program excelling in
college and in their careers. Under Mrs. Eubanks’ direction, the district is also
reaching out to the parents, family and community of English learners with a
high rate of parental involvement across the district.

Elizabeth Lopez

Mrs. Lopez has been a school counselor with Lufkin ISD since 2014. In her
capacity as counselor she has provided training to district staff, parents and
students on testing for English learners, and on the process of applying for
college admission and financial assistance. Mrs. Lopez is the coordinator of a
district committee for parents of English learners called “Nuestras Madres” (Our
Mothers) that reaches out to the parents, families and community of English
learners district-wide.

Gustavo Monsante

Mr. Monsante is a certified bilingual teacher who has extensive training and
experience in bilingual/dual language methodologies, and has been with Lufkin
ISD since 2013. Mr. Monsante was named the 2018 teacher of the year at his
campus, was selected to be a member of the district leadership academy, and
has been awarded multiple grants by the Lufkin Education Foundation. Prior
to joining LISD, Mr. Monsante served as a bilingual program manager and
education specialist for Educational First Steps, where he mentored and trained
childcare center directors, teachers, and parents.

Diana Sandoval

As a dual language teacher, Mrs. Sandoval has led the district dual language
camp and has taught students ranging from Kindergarten through Fifth
grade. She has served on the science curriculum writing committee developing
curriculum and assessments. She has been instrumental encouraging parental
involvement through outreaches such as Hispanic Night at Lufkin ISD. Mrs.
Sandoval is a graduate of Stephen F. Austin University, where she earned
her Bachelor’s degree in Elementary Education and Master’s degree in Early
Childhood Education.

Andy Adams

Back in the 1900s, armed with the knowledge gained from Howard Payne University, Andy Adams
started his teaching career in Abilene, Texas with a room full of 5th graders. He taught 4th and 5th
grade for 11 years with other stops in Nacogdoches and Kilgore. For some reason, he obtained a
Master’s degree from Stephen F Austin University and found himself as an assistant principal and
then principal working with the stakeholders of Kilgore Intermediate School. His last role with the
district was serving as the Instructional Technology Coordinator. Andy now has the privilege of
“clicking for a living” as the Digital Learning Coordinator at Region 7 ESC. His purpose is twofold--
find tools and resources to allow students to THINK, CREATE and LEARN and help teachers become
teaching gurus who use technology, not tech gurus who teach. Most of what he knows comes
from Twitter and YouTube!! His ESL endorsement has helped him understand that we are ALL
English Language Learners. His mother thinks he is an engaging presenter with relevant ideas to
implement in the classroom to impact student achievement.

Angela Venters

Angela has been a Texas educator for 19 years. Most of her years have been
spent teaching First through Fourth grades. She has also served as a Literacy
Coach and Curriculum Support Teacher. She has certifcations as a calssroom
teacher (1-8), Princiapl, ESL, Reading Specialist and Master Reading Teacher
(PK-12). Angela has been at Region 7 for 3 years where she gets to work with
teachers across the region in reading and writing. She is excited about the
opportunity that the Region 7 Literacy Model is providing for teachers, and looks
forward to working with the Region 7 teachers and seeing the growth for ALL
students!

Dee Jordan

Education has always been Dee’s passion. After graduating with a bachelor’s
degree from the University of Louisiana at Lafayette, Dee received her master’s
degree at McNeese University and obtained her principalship from the
University of Texas at Tyler. Dee often provides instructional coaching, support,
and professional developments for teachers. She has also been involved with
the Texas Literacy Initiative and the Texas Writing Pilot, as well as other state
initiatives and programs. In addition, she is a former Texas Council of Teachers
of English Language Arts presenter and a TEKS Resource System Advisory
Committee member.

Sarah Deller

Sarah is in her 14th year in education and starting her 3rd year at the Region 7
ESC. She is a DMAC enthusiast and loves to learn new things! If you are ready
to start using DMAC to save you time and make LPAC meetings and record
keeping easier, you don’t want to miss her DMAC LPAC session!

James Slaughter

James is in his 11th year in education and completing his 3rd year at the Region
7 ESC. He is a science and social studies nerd, who enjoys spending time with
his family, rocking climbing, and dreaming of joining the Avengers. Teaching is
his super power and he loves challenging, encouraging, and inspiring people to
learn.

LaTonya Whitaker

LaTonya Whitaker serves as the Middle School Math Specialist at Region 7 ESC.
She has enjoyed her journey through education beginning as a classroom
teacher, to an Assistant Principal, to an Instructional Coach/Specialist. Her
academic career began at Jarvis Christian College majoring in Mathematics and
Minoring in Special Education in the field of Education. She continued learning
at the University of Texas at Tyler receiving a Masters in Educational Leadership.
LaTonya is dedicated to and excited about continuing to serve students,
teachers and administrators in our Region.
